Digital Consultants is seeking a Senior Software Manager to join our team! As the Senior Software Manager, you will provide information technology (IT) support to the Air Force Security Forces Center (AFSFC), including all duties associated with a Unit Software License Manager (USLM) as specified in Air Force Manual (AFMAN) 17-1203.


Duties include: 

  • Recommend and document courses of action that may include migration/transition to different technologies or ways of doing business. 
  • Attend formal, informal, ad hoc meetings, working groups and forums, to remain informed and engaged on latest activity, policies, and procedures with various stakeholders. 
  • Serve as the unit level focal point for managing the installation, coordination, and removal of software on IT assets.
  • Generate requests for or provide validation of software to be installed or removed from unit systems.
  • Manage all software licenses owned by the organization.
  • Coordinate all non-enterprise software acquisitions through the respective Base Software License Manager (BSLM) prior to purchasing software.
  • Coordinate all enterprise software acquisitions through the respective BSLM and SBA (or equivalents) prior to purchasing software.
  • Establish accountability of Software-as-a-Service (SaaS) licenses per BSLM request, if they meet accountability requirements as prescribed in Department of Defense Instruction (DODI) 5000.76.
  • Establish accountability of software licenses upon receipt of the invoice, maintain accountable records for the life of the asset, and retain the records in accordance with DODI 5000.76 and National Archives and Records Administration’s (NARA) standards.
  • Ensure unused or underutilized software licenses are identified to the BSLM for redistribution, reutilization, or disposition to comply with Executive Order 13589, Promoting Efficient Spending.
  • Identify locally owned software that does not have associated licenses, assemble proof-of-purchase, and request replacement licenses from publishers, as needed.
  • Annually audit all computers and servers to ensure no illegal/unauthorized software is installed.
  • Perform annual and out-of-cycle inventories and submit them to the BSLM as requested.
  • Conduct annual non-enterprise software inventory, utilizing auto-discovery tools when possible.
  • Submit annual inventory for approval and provide approved inventory to the BSLM.
  • Perform out-of-cycle inventories as directed.
  • Ensure applicable training is conducted for users in support of unique software purchased or developed by organizations, with the support of BSLM. 
  • Identify enterprise software license requirements and any management training requirements not covered in existing courses to the BSLM for annual consolidation.
  • Act as alternate equipment custodian, along with all commensurate duties.

Requirements

  • Top Secret and must be able to obtain Sensitive Compartmented Information (SCI) security clearance.
  • DoDD 8140 IAT level II certification (e.g., Security+ CE).
  • Minimum 7 years’ overall Information Technology experience 
  • Minimum 3 years’ software security experience and 1 year experience with tools like Remote Desktop, DRA, IAO Express, Service Now / Remedy or similar tools or applications.
  • Must have knowledge of National Information Assurance Partnership (NIAP) Common Criteria evaluation of commercial IT products, and Defense Information Systems Agency (DISA) Approved Products Certification process. 
  • Must be able to handle multiple initiatives or projects simultaneously and proactively manage each initiative in accordance with established processes within established timelines. 
  • Complete government mandated training to gain and maintain access to DoD or AF systems such as the Defense Product Acquisition System (DPAS).
