POSITION DESCRIPTION: Acts as liaison between the contractor, utility companies, the Department and other third parties to minimize delays during construction. Investigates and reviews utility construction delay claims and assists with the recovery of premium costs. Attends preconstruction conferences. Acts in an advisory capacity in the coordination of utility adjustments. Provides interpretation and direction in application of utility policies and procedures, Utility Accommodation Manual, and other issues related to utilities. Provides guidance to the operation centers on the resolution of utility related construction issues. Performs advanced engineering work on major or complex projects such as: Contacts utility companies and collect pertinent information. Review utility information to determine the location of existing facilities. Review roadway and bridge plans and provide comments to designers regarding possible conflicts with utility facilities.  Attend field reviews with utilities and/or other project staff. Review utility submittals including mark ups, utility work schedules and utility plans. Tracks and enforces the utility work schedule, ensures that the requirements of the utility work schedule are followed and completed as stated.  Prior to construction, coordinates with cities, utility companies, businesses, and other agencies to minimize contractor delays due to utility conflict
