Digital Consultants is seeking a COMSEC Network Management Engineer to provide technical and administrative support for the FBI Secure Communications program, including COMSEC Program Support and Secure Solutions Support. Air Travel is required once per month on average to support other FBI field locations, remote seminars, or litigation casework. Local travel (under 50 miles) to field offices is required as needed but is not expected to exceed three trips per week.
Duties to include:
- Load electronic key on secure voice communications vIPer desk top phones as well as annual verification of currency of all crypto keys.
- Conduct cryptographic access briefings and debriefings as Alternate COMSEC Managers.
- Perform Proper destruction of COMSEC Materials per published NSA Policy and directives CNSSI 4009-2025 and CNSSI 4005. Support COMSEC Efforts through surveillance and delivery of various reports.
- Plans, designs, and evaluates new and existing computer network systems and cryptographic services, including local area networks, wide area networks, intranets, and the Internet, providing analytical, technical, and administrative support.
- Plans, oversees, develops, and implements network policies and procedures and ensures network integrity as maintenance and modification projects to existing applications are undertaken.
- Perform complete and accurate tracer reporting preparation and delivery for all COMSEC material transferred from one COMSEC account to another (Transfer Report) and report the physical and/or virtual inventory of COMSEC material (Inventory Report).
- Upload completed accounting reports (i.e., signed) to COMSEC, Accounting, Reporting and Distribution System (CARDS).
- Support incident reporting involving COMSEC Material and or violations of COMSEC security requirements.
- Perform COMSEC inspections
- Respond to Service Requests that identify a COMSEC issue reported by the customer
- Provide end-user service ticket request support.
- Propose new policies, configuration changes, and technical upgrade paths to secure Voice Program Management.
- Maintain secure Telephone Sectera vIPer systems.
- Assist with installing, diagnosing, maintaining, and repairing secure phones for end users.
- Evaluate hardware and software to determine which products best meet operational requirements.
- Prepare scope of work for Communications Security (COMSEC) projects.
- Participate in operational testing and documentation of results and investigate and resolve technical and hardware issues.
Requirements
- 5 years of directly related experience in network administration and analysis.
- Experience with vIPER Phones.
- Experience with COMSEC Data Transfer Devices )e.g ANCYZ 10, Simple Key Loader, DTD2000 (KIK20), RASKL (KIK30)
- Good knowledge of any or all of the following Type 1 Cryptographic products (e.g. KG 175, 175A, 175D, KG 75, KG 75A)
- Understanding and experience with the following policies, procedures, and technical communication requirements: CNSSI 4000: Maintenance of Communications Security (COMSEC) Equipment, CNSSI 4000: Maintenance of Communications Security (COMSEC) Equipment, CNSSI 4003: Reporting and Evaluating Communications Security (COMSEC) Incidents, CNSSI 4004: Destruction and Emergency Protection Procedures for COMSEC and Classified Material, CNSSI 4005: Safeguarding COMSEC Facilities and Materials, CNSSI 4006: CONTROLLING AUTHORITIES FOR SYMMETRIC COMMUNICATIONS SECURITY (COMSEC) KEYING MATERIAL, CNSS 4009: Committee on National Security Systems (CNSS) Glossary
- Physical Requirements: The candidate, with or without reasonable accommodation, must physically be able to sit or stand for extended periods of time; lift objects up to 50 pounds; requires frequent physical hand dexterity and repetitive movements. This position may require occasional use of a ladder to complete certain tasks.
