Arlington County is seeking a Real Estate Assessment Deputy Director within the Department of Management and Finance (DMF) Division of Real Estate Assessments (DREA). This position assists the Division’s Director with managing and supporting functions and programs that ensure accurate, equitable and timely annual assessments of all real property. In addition to this general support, the position provides direct operational leadership to the Division’s commercial appraisal function, as well as to the Division’s technology staff. 

Specific duties include: 

  • Assisting with leading and managing programs that support the County’s annual real estate assessment process for valuing commercial, residential and land properties;
  • Providing technical expertise to staff, the Board of Equalization, the public, property owners, other agencies, and other jurisdictions regarding real estate appraisal methods, processes, values and assessment data;
  • Assisting the Director in providing focused attention to the Division’s most complex commercial valuation processes, including the development and defense of final values each year;
  • Providing oversight and direction, ensuring that the Division’s technology resources meet operational requirements including oversight of the implementation and maintenance of a new CAMA system and development of analytics and reporting to support the valuation process; and
  • Assisting the Director with administrative management of the Division and acting as the Director in the Director’s absence.

Minimum: 

  • Bachelor’s degree in business, real estate, finance or a related field;
  • Completion of related coursework from the International Association of Assessment Officers (IAAO); and

  • Significant and progressively responsible and professional experience conducting and/or managing real estate appraisals or assessments that includes managing related programs and staff in a government setting.

 

Substitution: Additional qualifying experience can be substituted for the educational requirement. Additional education can be substituted for the experience requirement.

Desirable: Preference may be given to applicants with one or more of the following 

  • The following licenses/certifications:
    • Certified Assessment Evaluator (CAE);
    • Assessment Administration Specialist (AAS);
    • Residential Evaluation Specialist (RES);
    • Virginia Sate Appraisal License;
    • Mass Appraisal Specialist (MAS);
    • Member, Appraisal Institute (MAI);
  • Prior management or supervisory experience
  • Commercial appraisal experience
  • Experience defending real estate values before a Board of Equalization or in Court

Additional Information

Normal work hours are 8:00 a.m. to 5:00 p.m., Monday through Friday, with some flexibility. The official work location is 2100 Clarendon Blvd, Arlington VA. The Department of Management and Finance is conducting the majority of their work remotely with occasional on-site requirements for field work and meetings at County facilities.
