The Work You Will Do:

 

The Deputy Director reports directly to the Director of Telecommunications. The Deputy Director provides guidance and support to the Division of Telecommunications’ (DivTel) leadership team, Department of Management Services (DMS) executive leadership, and across the enterprise. The position’s primary responsibilities include oversight of all communications technologies on the SUNCOM statewide backbone; oversight of the state’s emergency telecommunications support to law enforcement and emergency responders, management of the Statewide Law Enforcement Radio System (SLERS) and its associated contract, and oversight of the state’s Enhanced-911 services and associated systems.  The Bureau of Public Safety and Bureau of Engineering report directly to this position.

The DivTel team provides telecommunications services through a technology program known as SUNCOM which includes voice, data, wiring and cabling, and conferencing services. SUNCOM provides these cost-effective services to state and local governments, educational institutions, libraries, and non-profit organizations by achieving economies of scale with enterprise planning and procurement. The division also leads Emergency Support Functions, E-rate, and houses the Public Safety Bureau whose mission is to provide the highest quality Enhanced 911 and radio communications services to the Public Safety Sector in the State of Florida.

Your Specific Responsibilities:

 

Assists the Director with managing the daily operational activities of DivTel. In your role as the Deputy Director, you will assist the Director of Telecommunications with the management of daily operational activities of DivTel and ensure the Director is briefed and knowledgeable on current issues and projects for the Bureaus of Public Safety and Engineering. 

Additional responsibilities include:
Serving as the Director’s liaison and representative with other state agencies, vendors, and customers to resolve problems and/or assist them in getting the services or equipment they need. Also serves as the Director’s representative on committees and task forces. This includes traveling with, or on behalf of, the Director.

Key participant in the development of strategic models and planning activities for statewide telecommunications services. The Deputy Director will also assist with the development and implementation of enterprise procurements, legislation, rules, policies, processes, and standards.

Develop and maintain partnerships with public and private entities to maximize the use of resources and implement the best, most suitable telecommunications technology for the State of Florida.
Maintain knowledge, skills, and best practices of procurement and contracting legal developments as they relate to the goals and objectives of the division.
Responsible for the supervision of staff including performance management, planning and directing work, managing schedules including leave requests, fostering a healthy and positive work environment, and working with the Office of Human Resources during hiring and disciplinary actions. 
Perform special projects and tasks for the Director, which are often of a sensitive nature. You will also perform other duties and activities as requested by the Director and/or DMS Leadership.
