We have a career opportunity for a Technical Specialist V to join our team!
Advanced technician. Under general supervision manages multiple projects of medium to high complexity by assuring compliance with scope, budget, schedule, quality, and safety. Engages in interactions with contractor, consultants, general public, other Citizens departments, and other agencies.
This position is reported through the Underground Engineering & Construction (UE&C) Department and supports the Private Development Team. The Private Development Team is responsible for oversight of planning, design, permitting, contracting, construction management, inspection, asset in-service notification, and closeout of private development projects associated with the water distribution and wastewater collection systems. This work is primarily field based on job sites.
This position is an experienced water/wastewater inspector with at least 3 - 5 years of experience with the water and wastewater private development program. They will also need to have experience training new inspectors as we are growing the team with both internal and external staff. Under general supervision, the Technical Specialist V utilizes electronic applications, standards, and document control processes and procedures to create and modify project deliverables.
The Technical Specialist V supports multiple construction projects along with internal and external staff as part of the private development program. of medium to high complexity, ensuring compliance with scope, budget, schedule, quality, and safety requirements. In addition to providing technical expertise during construction, this role regularly interfaces with contractors, designers, engineers, consultants, other Citizens departments, and external agencies to resolve issues and support project delivery.

Salary: Competitive Salary, Grade 9 (Minimum $76,700/year)
Responsibilities
- Oversees preliminary cost estimating, budget development, Contract Administration, progress tracking, construction schedule adherence, change order evaluations and negotiations, and contractor and consultant invoice reviews and processing.
- Proactively applies Citizens Quality Program to deliverables. Demonstrates personal accuracy and supports continuous improvement and change management efforts. Reviews design inputs in order to ensure consistency. Assists to ensure deliverables are in compliance with the specific codes and standards suitable for the project.
- May develop moderately complex design concepts and deliverables. Begins to make decisions with respect to deliverables and input interpretation. Capable of handling difficult technical assignments within an area of expertise and can provide technical guidance. Performs design calculations, detailed material quantities and estimates, and records. May review the deliverables of others. May participate in start-up activities associated with a specialized area of expertise.
- Coordinates with other design group personnel to review and exchange project information necessary for design development. May support field activities.
- Assists with identification of key client interests and drivers and may determine key clients in some instances. Communicate client interests and drivers to project team and develop approaches to accommodate these concerns.
- Monitor staffing levels and available skill sets for projects. Identify resource application needs and process requirements. Manage internal and external staff performing construction inspection services. May define work assignments and maintain schedules.

Qualifications
- High School Diploma, equivalency Certificate, or sufficient education acceptable by management.
- 8 years of related experience and/or training or 6 years of Citizens experience.
- Valid driver’s license in the United States, or alternate approved by management. State of Indiana driver’s license required within 30 days of first day of employment.
