The Department of Environmental Services (DES) is seeking an Operations Manager to provide leadership, management and engineering/technical support to the Water, Sewer and Streets (WSS) Bureau. This position is responsible for managing/overseeing the County’s programs related to the Street and Sewer operations in coordination with the Chief Operating Engineer (COE) and the WSS Engineering and Construction Management Section Manager.
Specific duties include:
- Providing daily technical and operational oversight to the program’s work teams on maintenance and operational issues and coordinating the daily work of the section with other WSS sections and County Trades groups, including ensuring compliance with County Standards and protocols;
- Providing business management process instructions and ensuring proper work and resources documentation;
- Coordinating 24/7 response and dispatch as appropriate;
- Supporting the COE by managing and supervising Trades Manager/Leaders and their staff in the assigned groups to ensure accountability for the quality of the work performed and effective implementation of the projects within the section;
- Coordinating budget expenditures and funds management as required within the departmental framework for various funds and project tracking;
- Serving as the designated Bureau lead or alternate lead during program emergencies, including planning, preparation, operations, debriefing, equipment, and responsiveness;
- Planning and managing the workflow and contractor support to fully utilize assigned resources and maximize service delivery and customer satisfaction;
- Assisting with public inquiries to the bureau to ensure answers are complete and in conformance with current practices and policies; and
- Supporting the COE in developing and responding to state and federal legislative and regulatory priorities.
The Successful candidates will have the following:
- Operational experience and effective communication skills in order to convey complex technical material, write reports, proposals, policies and procedures, and to effectively manage employees;
- Thorough knowledge of civil engineering principles, familiarity with codes, standards and specifications as well as the ability to apply technology-based solutions;
- Leadership skills and supervising full-time employees including performance management and disciplinary measures; and
- Demonstrated knowledge of public works operations and processes including:
- Asphalt/street maintenance - potholes, full depth patches, utility cuts;
- Concrete maintenance - sidewalk, curb and gutter, ADA ramps, driveway aprons;
- Sewer maintenance - storm/sanitary pipe and structure repairs, sewer flushing, CCTV inspections; and
Minimum:
- Bachelor’s Degree in construction management, public administration, engineering, or a field related to the area of assignment;
- Three (3) years of progressively responsible experience in program management in a public works, utilities, or related trades environment; and
- Two (2) years combined experience in supervising and program and budget planning.
Substitution: Additional years of experience may be substituted on a year-for-year basis for the educational requirement. Additional years of education may be substituted for one year of the experience requirement.
Desirable: Preference will be given to applicants with one or more of the following:
- Extensive experience providing technical and operational oversight of trades employees in public works and utilities (i.e. maintenance work on water, sewer and street, etc.) environment;
- Improving operational safety, quality, productivity and morale; and/or
- Budget experience including expenditures and funds management.
