This is a professional financial accounting position which requires a level of technical and analytical skills for performing draws from federal websites as required. This position requires general knowledge of state and federal accounting systems, and applicable laws, rules and regulations governing federal drawdown of grant revenue. This position is also responsible for performing weekly audits within financial programs to ensure accuracy between the state and federal reports.
Performs cash receipt and cash management functions for the department. Makes Letter of Credit draws from federal websites, and posts to FLAIR, based on grant expenditures. Evaluates and monitors trust funds. This is accomplished using database software (Access) and spreadsheets (Excel). Maintains and scans supportive documentation for the LOC draws.
Complete weekly reconciliations between the federal Payment Management System and FLAIR.
Monthly reporting of grant related OCA balances to Grants Unit staff.
Processes all journal transfers that are from other agencies daily.
Works closely with supervisor and Grants staff reconciling and closing out grants as it relates to cash and FLAIR. Monitors entries as necessary.
Cross train with staff within the Office of Budget and Revenue Management to help ensure adequate desk coverage and to gain knowledge of the OBRM’s operations.
Assist federal, state,and departmental auditors and staff as necessary in their review of records and accounting information related to Letter of Credit receipts. Assist with the formulation and review of financial reports and audits. Prepares responses to financial audits as they relate to Letter of Credit receipts.
Performs other related work as required.
Required Knowledge, Skills, and Abilities:
Knowledge of accounting and auditing principles and procedures
Knowledge of the methods of compiling/data collection and analyzing data
Knowledge of monitoring techniques
Skilled in Microsoft products, especially proficient in EXCEL
Ability to review, analyze, and evaluate financial data
Ability to interpret and examine financial records and data
Ability to conduct financial data research and prepare analyses
Ability to understand, interpret, and apply laws, rules, regulations, policies, and procedures for financial data
Ability to collect, evaluate and analyze data to develop alternative recommendations, solve problems, document work and activities relating to the financial data
