Who We are Seeking: Multnomah County's Department of County Management Division of Assessment, Recording and Taxation is seeking to fill a Commercial & Industrial Property Appraiser 2 (Emphasis on Retail and Multifamily) position. This classification is the second level (journey level paraprofessional) of three in the Property Appraiser classification series and performs the full range of duties of appraising industrial, commercial, and multifamily properties for ad valorem taxation purposes in accordance with Oregon Department of Revenue rules and procedures and industry best practices. Individuals work independently, applying well developed subject knowledge, and exercising judgment and initiative, while assisting in the implementation of goals and objectives
Your role in this position will include the following:
Appraisal:
Value property using complex income, market, and/or cost approaches: Determine total real market value of property including land and improvements.
Value industrial and commercial property accounts as assigned. Inspect improvements to determine highest and best use.
Perform value calculations in the Computer Assisted Mass Appraisal (CAMA) system and utilize various software applications to assist in workflow tracking.
Determine values for consolidation and segregation of property.
Collaborate with Department of Revenue staff on appraisal issues and interpretation of Oregon Revised Statutes (ORS). Work jointly with Appraisal Data Analyst(s) to ensure proper trending, pricing, and model valuation tables are set up within the CAMA system.
Valuation and Related Appeals:
Work with property owners or their representatives regarding Real Market Value (RMV) and related assessment issues; explain property owner’s rights and appeal procedures.
Research and analyze sales as well as comparable rents and expenses, to form conclusions for use in appraisals. Prepare summary appraisal reports and testify before the Property Value Appeals Board (PVAB).
Prepare narrative appraisal reports for and testify at Department of Revenue and Tax Court hearings; Manage appeal case load by monitoring Case Management Conferences (CMC’s), status report updates, receipt of discovery, site inspections etc. Communicate as needed, any relevant updates to our County Legal Counsel.
Research and Analysis:
Research and analyze data for use in sales as well as market value appraisals of industrial, commercial and multifamily property, including machinery and equipment.
