About the role

STR is seeking a Senior Program Manager to join our System Development Division’s Portfolio Execution team.

Responsibilities include:

  • Generate program plans based on the contract, Statement of Work, and customer’s intent. This includes understanding facility and test equipment needs, as well as the identification and planning of staff to execute tasks within the program’s budget.
  • Execute multiple programs to ensure cost, schedule and technical metrics are tracked and align within program plans.
  • Manage proposals by leading capture, proposal development and delivery following defined capture process steps.
  • Identify and resolve conflicts regarding execution assumptions and prioritization when they occur internally within the program team as well as externally with the customer.
  • Create subcontractor statements of work and manage subcontractors to ensure successful program execution.
  • Lead teams that include staff from multiple technical disciplines and functional organizations. Create and maintain an environment that fosters collaboration, provide clear direction and timely constructive feedback to the team.
  • Provide regular program briefs to System Development Division Leadership.
  • Serve as an advisor and mentor to other STR program managers and staff to share best practices and recommend areas of improvement.
  • Monitor progress against goals: anticipate risks, resolve issues, and initiate corrective actions as appropriate.
  • Identify opportunities to reduce cost, expand scope and/or accelerate schedule of your program(s). Create and direct plans to realize increased growth and/or impact within a currently executing program. Take point in presenting these opportunities to STR leadership and customers for consideration.
  • Contribute to the portfolio, division and company’s growth through strategy and execution.

Requirements:

  • Active Top Secret Clearance
  • Prior relevant experience as a Program Manager leading large, complex government or contracted research and development to design, develop and/or build deployed capabilities.
  • Expertise in Department of Defense maritime and undersea missions
  • Demonstrated experience defining the Work Breakdown Structure (WBS), generating a resource loaded schedule, performing financial analysis/reporting, and managing risk
  • Excellent interpersonal and communications skills including writing and presenting.
  • Capable of leading and managing multi-discipline teams.
  • Strong organizational skills and the ability to effectively prioritize.
  • Proficiency in all Microsoft Office applications including but not limited to MS Project, Word, Excel, and PowerPoint.
  • Experience building relationships with diverse stakeholders and negotiating scope that satisfies competing interests.
  • At least 10 years of prior experience leading technology demonstration programs for government or contracted research and development, with successful technical maturation and deployment.
  • Experience in multiple Department of Defense Space, Air, Surface, Undersea and/or multi-domain missions.
  • Experience leading programs that entail a combination of Model Based Systems Engineering, software development, system engineering, system integration, modeling and simulation, and hardware design/development.
  • An engineering, mathematics or scientific background with the ability to understand and communicate technical concepts to both technical and non-technical audiences
  • Earned Value Management System (EVMS) experience.
  • Demonstrated success in mitigating risks and capturing opportunities within a program and across a portfolio of programs.
  • Experience managing proposals including planning and cost estimation.
  • Developed and/or managed a product roadmap

Desired Skills and Experience:
