Responsibilities
Oversees and manages the operational aspects of ongoing projects and serves as liaison between project management and planning, project team, and line management. Reviews status of projects and budgets, manages schedules, and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with project managers, line managers, clients, and other stakeholders.
Key Responsibilities:
- Oversee the USAID Personnel Experience Training Equipment Readiness (PETER) capability.
- Perform Project Management responsibilities to include defining and planning program/project scope, establishing measurable goals, setting realistic timelines for deliverables, planning, and managing releases, tracking, and communicating program status.
- Ensure compliance with systems development and lifecycle management best practices and processes as defined by the customer including agency project governance standards, framework, and processes for approval of IT projects, for the acceptance of IT project deliverables, and for the project’s progression through its life cycle.
- Oversee effective manpower utilization, procurement, training, problem resolution, employee relations, cost, budget, managing milestones, and productive relationship with subcontractors and stakeholder organizations.
- Ensure system security assessment and authorization work plan, including project management information, to demonstrate that it complies or will comply with the FISMA and NIST requirements.
- Ensure project readiness to transition legacy or new systems/technologies from the project phase into steady state O&M
- Apply standardized Project Management and Agile methodology to provide Program Management support, and develop Change Management, Quality Management, and Project Management plans, and provide SLA Oversight for all areas of project responsibilities.
- Develop plans to address impacts, to include project/task-based work, communications, and change management.
- Create and maintain a project schedule to be incorporated within an Integrated Master Schedule which identifies the activities, major tasks, assignments, milestones, and estimates for performance of the project tasks utilizing Microsoft Project or the Agency's project management tool.
- Participate in Test and Deployment Readiness Reviews (TRRs and DRRs) as part of application Integrated Project Teams (IPTs), in support of the IT Software Project Lifecycle governance process.
- Collaborate with the project team and product owner to identify any knowledge gaps and develop a plan to resolve them.
- Work with key project stakeholders to capture business and user requirements; includes ensuring the entire requirements are understood, developed, tested, and delivered to specification.
- Support contract transition-in activities and work with incumbent(s) and government leads to ensure a thorough handoff, knowledge transfer, documentation, and transition of in-flight projects.

Qualifications
Basic Qualification:
- U.S. Citizen
- An active PUBLIC TRUST or the ability to obtain a PUBLIC TRUST Clearance.
- Bachelor’s degree with 10 years, master’s degree with 8 years of experience; four (4) years of experience can be substituted in lieu of a bachelor’s degree.
- Ability to work independently and take initiative to do what is needed to achieve learning goals.
- Ability to communicate with individuals at many different levels from within and from outside of the organization.
- Project Management Institute (PMI) Project Manager Professional (PMP) certification
- Agile certification a plus
- ITIL v4 certification a plus
