The Contract Financial Analyst II position will support IAE's financial management functions. This position is responsible for preparing formal responses to the government and customer inquiries, conducted detailed financial analyses, and ensuring compliance with federal regulations, including the Federal Acquisition Regulation (FAR). The incumbent will support procurement processes, monitor financial transactions for accuracy, and assist in maintaining financial systems within Deltek CostPoint. Additionally, they will contribute to process improvement initiatives and serve as a primary resource for internal compliance and reporting. This role requires strong analytical skills, attention to detail, and the ability to collaborate effectively across teams to ensure financial integrity and operational efficiency.
- Take the lead on preparing formal responses to the government and other IAE customers. This will include reviewing cost proposals in detail and collaboration with the Project Management Team to ensure all information is accurate and complete prior to routing for leadership approvals, conducting all Limitation of Funds and Limitation of Costs analyses to ensure compliance with the Federal Acquisition Regulation (FAR), and all de-obligation analyses to address any excess funds without compromising the IAE. The CFA will review and approve all financial components of draft contracting actions to ensure alignment with cost proposals and financial analyses.
- Monitor PCard transactions and expense reports, ensuring timely reconciliation by notifying PCard holders and escalating unresolved issues to supervisors. Review and process expense reports in the module for correct GL account allocations, monitor reports stuck in workflow, and conduct internal audits to ensure compliance with federal regulations and internal policies.
- Oversee procurement processes and policies, ensuring teammates follow protocols and select appropriate procurement options in compliance with company policies and federal regulations (i.e. FARs and DFARs). Conduct periodic reviews of purchase requisitions and justifications to confirm compliance with cost allowability based on funding.
- The CFA will configure and maintain several modules in Deltek Costpoint, serving as the subject matter expert. They will resolve system-related issues, maintain approval workflows, and ensure the ERP system is properly configured to support Finance processes.
- Assist in leading Finance process improvement initiatives by assessing current financial processes and identifying areas of enhancement. The incumbent will collaborate with the Assistant Director of FP&A to implement improvements, which includes documenting changes and communicating updates to relevant teammates.
Bachelor's degree and two years of experience in a financial environment. Experienced with FAR Cost Accounting Standards. Experience with Deltek Costpoint highly preferred. Experience as a Financial Analyst or in a similar role, and familiarity with financial analysis and reporting. Experience with Microsoft Excel.
Ability to analyze financial data, generate reports, and interpret trends; experience with tracking expenditures and financial management; experience with Excel; experience with BI a plus.
