Position Summary:
IEM is looking to bring on a Full Time- Grants Manager who will be responsible for compliance of federally funded programs to ensure compliance and meeting all deliverables, including monitoring of subrecipients. This ensures understanding of federal, state/territorial, and local regulations and ensuring our clients comply with regulations.
The Grants Manager will report to the Program Manager and will develop and monitor all processes across the full grant life cycle from application intake, scoring, and award, through expense reimbursement and project monitoring, including subrecipient monitoring, and closeout.

Primary Location:
- Candidates can originate from anywhere in the United States, you will work remotely from home or personal office location.
- Preference will be given to candidates within commutable distance to Orange County FL..
- All remote work environments require the ability to maintain minimum Internet speeds of 25 Mbps upload and 3 Mbps download, as well as a ping rate of 100 ms or less during working hours, regardless of the type and number of devices using your Internet connection. You must also have account privileges and access to your Internet service provider account during working hours for the purposes of maintaining the Internet connection, if needed.
Travel Requirements:
- This position may require travel to complete work assignments or attend meetings.
Essential Functions:
- Demonstrates strong leadership and managerial competencies, including integrity, accountability, communication skills and commitment to teamwork and excellence in responsibilities.
- Facilitate regular meetings with stakeholders to ensure proper spend of all available funding.
- Attend stakeholder meetings to include internal and external governance, committee meetings and workgroups as necessary.
- Work with Program Managers to create and manage program budgets.
- Provides high-level technical/administrative guidance on work requirements and methods.
- Prepare and/or review information and reports for internal and external stakeholders.
- Develop and/or review and modify policies and procedures across all grant life cycle processes in accordance with government regulations and organization needs and objectives.
- Makes recommendations on grant policies and procedures as needed to ensure the success and compliance of all grant related activities.
- Create effective monitoring tools to ensure compliance of all grant life cycle processes.
- Responsible for ensuring records are maintained are documented from origination through completion.
- Oversee approved funding agreements to ensure that documentation and reporting requirements are met prior to due dates.
- Conducts (or manages the process for) the evaluations of applications in accordance with policy and external local, state, and federal regulations while selecting the best applicant in accordance with requirements.
- Conduct reviews for all subrecipient expense for reimbursements, including subrecipient procurement actions, and other project related documents including closeout for quality assurance and compliance requirements.
- Monitor and review subrecipient project schedules to ensure projects are on track and monitored appropriately.
- Assures all requests for reimbursements and related invoices are audited for compliance with contract terms and supervises contract closeout.
- Site visit verification for quality assurance and inspection of program systems
- Ability to lead and supervise team members.
- Monitoring of Subawards:
- Reviewing and updating of subrecipient risk assessments.
- External monitoring visits, reviews, and audits.
- Ensure subrecipient monitoring procedures are compliant with federal and other applicable regulations and are consistent with sound business practices.
- Monitor subrecipient compliance with federal regulations and the requirements of their subrecipient agreements through site visits, audits, and other mechanisms applicable to subrecipient monitoring. Recommend actions necessary to resolve issues/concerns.
- Provide guidance in interpreting and executing applicable regulations and subrecipient award terms and conditions.
