Position Summary

The HR Manager – Payroll & Labor Compliance is responsible for overseeing all human resources and payroll-related functions for a high-volume, unionized Levy Restaurants operation. This role ensures accurate payroll processing, union compliance, and timely resolution of timekeeping issues while supporting managers and employees with day-to-day HR needs. The ideal candidate is detail-oriented, organized, and comfortable working in a fast-paced, event-driven environment. This position serves as a key liaison between operations, payroll, union representatives, and corporate HR.

Key Responsibilities

Payroll & Timekeeping
•    Process and review weekly payroll with a strong focus on accuracy and compliance
•    Pull and submit union dues and fees in accordance with collective bargaining agreements
•    Enter and validate tip payouts, service charges, and gratuity distributions
•    Review and correct timesheets, including missed punches, edits, and manager approvals
•    Investigate and resolve payroll discrepancies and employee pay inquiries
•    Prepare payroll reports for management, finance, and corporate HR
Union & Labor Compliance
•    Ensure compliance with union contracts, wage rules, overtime, and scheduling provisions
•    Track union classifications, rates, and eligibility
•    Partner with management and union representatives to resolve payroll and labor issues
•    Maintain accurate records related to union reporting and audits
HR Operations
•    Support onboarding, new hire paperwork, and employee data entry
•    Maintain employee files and HRIS records in compliance with company and legal standards
•    Assist with employee relations matters, including attendance, corrective action, and policy questions
•    Support managers with basic HR guidance related to timekeeping, payroll, and labor practices
Reporting & Administration
•    Generate regular payroll, labor cost, and compliance reports
•    Monitor trends related to missed punches, overtime, and payroll adjustments
•    Ensure all payroll and HR deadlines are met, especially during event-heavy weeks
•    Act as a point of contact for payroll-related audits and internal reviews
Qualifications
•    3–5 years of HR and payroll experience, preferably in hospitality, food & beverage, or venues
•    Experience working in a unionized environment strongly preferred
•    Hands-on experience with timekeeping systems and payroll processing
•    Strong knowledge of wage and hour laws, preferably New Jersey labor regulations
•    High attention to detail and ability to manage confidential information
•    Comfortable working non-traditional schedules based on event needs
Preferred Experience
•    Hospitality, stadium, arena, or large-scale event operations
•    Experience with tip pools, service charges, and variable payroll environments
•    Familiarity with Levy Restaurants systems a plus

•    Payroll is accurate, timely, and compliant every pay period
•    Missed punches and corrections are resolved quickly and consistently
•    Union dues and tip payouts are processed correctly with minimal escalation
•    Managers trust HR as a reliable partner for payroll and labor questions
