About the role

HealthPartners is currently hiring for a Director, IT Digital Systems. The director leads the planning, development, acquisition, continuous delivery and support of digital applications and services for HealthPartners Health Plan and Care Delivery products (e.g.; HealthPartners.com, HealthPartners mobile application, internal digital applications, private cloud, API gateways, etc.). End-users include patients, members, providers, employers, and brokers.

The Director collaborates with digital product management, user experience, data operations, health plan administration/operations, care group leadership and other HealthPartners’ business and IT leadership in order to provide solutions that improve quality of care, streamline processes, improve efficiencies, and enhance member/patient services. This role promotes DevOps excellence and contributes to developing the overall strategy and direction of IT, and aligning teams, services and initiatives to HealthPartners mission and vision.

Required Qualifications:

  • Bachelor’s Degree or equivalent
  • 10+ years IT Management and/or Leadership experience
  • 8+ years IT management experience in a health plan or health services management
  • 5+ years’ experience managing large projects or initiatives.
  • 5+ years’ experience developing and architecting modern digital applications.
  • Strong ability to lead interdisciplinary teams to deliver business value.
  • Excellent understanding of system development (including Agile methods), architecture and underlying infrastructure. Experience working with architecture teams.
  • Strong understanding of a variety of coding languages and tools (e.g., Java, Node, React, Python, Kubernetes, and associated technologies).
  • Expertise with development methodologies, DevOps and CI/CD tools and processes.
  • Ability to effectively communicate with business and technology audiences in writing and verbally.
  • Excellent analysis and critical thinking skills, able to assess problems as part of a larger system.
  • Excellent communication skills, verbal and written, on technical and non-technical topics with technical and business audiences. Ability to communicate effectively with individuals at all levels of responsibility and authority.
  • Excellent organization skills and ability to work independently.
  • Working knowledge of customer identity management patterns and cybersecurity practices.
  • Demonstrated team building and team leadership capabilities.
  • Knowledge of compliance and regulatory requirements e.g., HIPAA, ICD standards, Sarbanes Oxley, SSAE16 Audit requirements, etc.

Preferred Qualifications:

  • Master’s Degree in Computer Information Systems, Management Information Systems or equivalent

Hours/Location:

  • M-F; Days
  • May work in a hybrid capacity but will prefer local candidates for onsite needs.

Accountabilities:

  • Provides dynamic, progressive technology leadership utilizing best practices gleaned from industry and peer research, lifelong education, and hands-on experience.
  • Responsible for the supervision of leaders and staff, including having the authority to hire, transfer, lay off, promote, discipline and discharge, train, reward, and review performance of employees. Ensures compliance to organizational and departmental policies and procedures.
  • Fosters and mentors an outstanding, highly motivated management and development team while promoting a positive, productive, and diverse work environment.
  • Works in collaboration with Digital Product and Content, SEO, User Experience, DataOps and Health Plan leads to develop and maintain a strategic plan that addresses capacity growth, new business needs and related functionality enhancement, and emerging technology.
  • Ensures that development and maintenance of Digital Systems support functional, data integrity, application efficiency, service availability, and security and audit requirements, including HIPAA compliance.
  • Prepares, manages, and oversees expense and capital budgets and monitors expenditures, analyzing variances, authorizing expenditures, and establishing budgetary controls.
  • Ensures the success of major initiatives by providing excellent engineering staffing, vendor management, change management leadership and collaboration with cross-functional peers.
  • Collaborates to develop policies and controls for IT as related to the delivery and operations of digital applications; ensures compliance to IT and HealthPartners policies, standards, and procedures.
  • Negotiates contractual and service agreements with outside parties in collaboration with IT and Purchasing partners and approves expenditure
