Energy and Technical Services Manager

As an integral member of the Facilities Management team, the Energy and Technical Services Manager supports Infrastructure and Operations in the Technical Services group. This group encompasses multiple shops in Facilities Management and acts as an advising partner for the Office of Design and Construction. Areas of advisement include energy management, equipment review, project commissioning, building audit and fire/life safety.

Responsibilities Include:

Building Audit

This position works in support of the Associate Director of Facilities and oversees the building audit process.  The person in this position will audit mechanical, plumbing and electrical systems and also utilize staff in Facilities Management to help with these audits.  Duties include:

• Utilize software to perform audits and run reports
• Manage the audit process and schedule buildings to be audited
• Maintain the deferred maintenance list
• Work with the Director of the Office of Design and Construction on reporting to the State and for requesting Controlled Maintenance

Energy Management Duties

The Energy and Technical Services Manager serves as the Energy Manager for the University.  Duties in this area include:

• Advise on capital projects regarding design for energy efficiency
• Benchmarking energy use for internal purposes and State of Colorado requirements
• Collaborate with energy consultants on energy projects; work with the controls group to make sure proper energy metering is maintained; and work with the Sustainability Coordinator in the creation of sustainability reports and plans in relation to the energy and water use components
• Review internal monthly billing of energy submeters
• Work with the Director of Facilities on the annual energy budget
• Auditing equipment and buildings as required for energy efficiency
• Manage small energy efficiency projects and coordinate with ODC on the management of large energy projects

Project Commissioning

The person in this role collaborates with the Associate Director of Facilities and the Commissioning and Audit Specialist to perform internal commissioning of capital projects. Duties include:

• Plan and Specification review during the design phase
• Submittal review as needed during construction
• Construction site walks
• Participation in design and construction meetings as needed
• Advisor on campus standards

Management Duties

This position will initially manage three individuals:

• Fire Alarm Technician
• Fire Sprinkler Technician
• Commissioning and Audit Project Specialist

The Manager will be a contact for the fire department regarding reporting and impairments. Duties include:

• Provide engineering technical support for the fire life safety technicians
• Serve as a backup for impairment notifications
• Manage the fire life safety budgets

This position will have management responsibility for a new Small Projects Team as well. This team will consist of three  Structural Trades II personnel, and their purpose is to perform small project work around campus in lieu of subcontracting it out to general contractors. The Manager will be involved in the hiring of the team and its supervision.

Minimum Qualifications

• Bachelor's Degree in Mechanical or Electrical Engineering
• 5 or more years of experience in engineering, energy management, commissioning or facilities management
• Excellent writing skills and strong computer skills

Preferred Qualifications

• Registered Professional Engineer
• Certified Energy Manager preferred or ability to obtain that within one year of hire
• Experience as a Commissioning Agent and/or certification as a Commissioning Professional by one of the certifying agencies
• Knowledge of one or more of the building mechanical trades with hands-on experience
• Prior project or construction management experience in a multi-facility educational environment

Salary and Benefits

$94,500 - $109,500 annual salary rate
