About the Role:

Secret clearance required. Onsite work. Must be a Senior expert with extensive knowledge of procurement processes, procedures, and policies. Must be able to interface with program offices to provide any
procurement support needed.

Responsibilities:

  • Communicate orally and in writing, including email, with all parties involved in all procurement related matters.
  • Must be willing to visit various program offices to review procurement requisition packages, analyzes the requirement, recommends revisions to the required documents or specifications as necessary, and provide guidance on recommended contract types or vehicles for acquisition.
  • Must be well versed in the Interpretation of contract provisions, citations, and clauses. Must provide appropriate advice and guidance when needed.
  • Provide support and assistance to other procurement analysts in essentially all areas of the Federal Acquisition Regulation (FAR). Must be willing to serve in an advisory capacity to team members providing training and knowledge to better support the offices mission of providing outstanding support.
  • Employee may be directed to conduct post-award conferences, and recommend resolutions to performance deficiencies.
  • Provide support in technical writing, acquisition planning and strategy, and market research ensuring compliance with program and administrative guidance and regulations.
  • Employee must be able to assist in the planning and execution of procurement actions using a range of contract methods and types i.e., firm-fixed price (FFP), Blank Purchase Agreements (BPA's), indefinite delivery/indefinite quantity (IDIQ).
  • Log and track contract quotes, requests for modifications, and reports in SharePoint as well as Microsoft Teams, coordinating files and updates with fellow team members.
  • Employee will aid with functions supporting the procurement business process to various program offices and must processes a familiarity with the ratification process. Contractor must be able to develop ratifications packages for unauthorized commitments.
  • Working with and providing guidance to program managers on procurement policies, regulations, and procedures that result in cost savings for the Government.
  • Must be able to communicate orally in order to brief all customers on the proposed acquisition cycles award processes.
  • Utilize all applicable regulations, policies, and procedures while participating with a variety of Program Offices to ensure the acquisition plan, synopsis, procurement planning conference and justification and approval all include necessary information to facilitate a successful contract award.
  • Will act as a business adviser and/or representative providing business advice to the program offices.
  • Process assigned Purchase Requests through Ariba providing concurrence to requestor of status; Contractor must ensure to follow up with acquisitions office on all orders and provide status updates as needed.
  • Perform funding realignment administer incremental funding.
  • Statements of Work; Independent Government Cost Estimates; Justifications and Approvals for Sole Source requisitions.
  • Procurement related training sessions/presentations when needed.
  • Market research; funds certification for purchase requests.
  • De-obligation and de-commitment of funds.
  • Electronic contract history and status.
  • Contract file creation and maintenance, contract closeouts, Visit Authorization Requests for Department of State building access.

 Qualifications:

  • Employee shall serve in an advisory capacity in all procurement related matters.  Providing outstanding support to the customers and team members.
  • Employee must be able to create, and present short procurement related and purchase car presentations to the program audience and/or other colleagues.
