Position Overview

The Division of Family and Community Services is seeking to hire a specialist to oversee Contract, Budget Development and Compliance for the Integrated Eligibility System (IES).  This position organizes, plans, executes, controls and evaluates the creation of task orders relating to the IES contract; creates task orders based upon agency needs to be implemented by vendor; reviews contract to assist in ensuring compliance with expected outcomes, policies and procedures; meets regularly with staff from Department of Human Services (DHS), Healthcare and Family Services (HFS), Department of Innovation and Technology (DoIT), vendor and external partners to identify issues and develop resolutions; tracks and monitors software for renewal and for new software requirements; creates reports related to software status, issues or concerns on operations for management; monitors vendor performance related to areas that impact reimbursement timelines and rates; assists in identifying issues that negatively impact budget; assists in developing and monitoring key performance indicators and service level agreements, validating if met or by what amount if unmet; assists in identifying grant opportunities and compiling data and creating proposals for management review and approval; tracks and monitors data sharing agreements to ensure access or termination of access to IES; and reviews vendor reports for completeness and accuracy and approves them.

Job Responsibilities

  1. Serves as Integrated Eligibility Systems (IES) Contract, Budget Development and Compliance Specialist.

  2. Assists in the software procurement renewal monitoring.

  3. Assists in tracking and monitoring budgetary elements related to the IES contract.

  4. Assists in review of Service Level Agreements (SLA’s) and Key Performance Indicators (KPI’s).

  5. Assists in identifying and writing grants as well as monitoring access for data sharing agreements.

  6. Assists in review and approval of monthly vendor reports.

  7. Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
