Location: Duval Regional Juvenile Detention Center, 1241 East 8th Street, Jacksonville, FL 32206
Starting Salary: $3,127.63 Bi-weekly (In accordance with current spending restrictions, if the appointment is an internal promotion, the position will be filled at the minimum of the pay grade or up to 5% of the employee’s current rate, whichever higher).

DESCRIPTION:
Planning, organizing, and managing the overall operations of the Regional Juvenile Detention Center including programs within secure detention, home detention, and pre-placement supervision, and ensuring achievement of established goals and departmental policy and procedure.
Establishing current, efficient facility operating procedures that comply with all departmental policy and quality assurance standards as well as specifically identified regional directives.
Establishing and managing personnel policies and procedures, for recruitment, hiring, disciplining, rewarding, training and scheduling staff of the detention center.
Developing strategic plan and goals and objectives for center operations.
Managing all facets of purchasing, internal fiscal controls, and supply and property inventories.
Developing, implementing, and communicating a mission that insures that detainees are safe and secure and that protects public safety.
Completing periodic written reports as required by region and department policy.
Managing the administrative functions of the detention center in an effective and efficient manner.
Maintaining effective working relationships with all agencies in the Juvenile Justice continuum, and other parts of the Department.
Recommending improvements and/or enhancements for policy and procedure related to detention center operation.
Ensuring full facility compliance with life, safety, health, and sanitation, and quality or life related standards.
This is managerial work planning or supervising a program/operational area of an agency. This includes all managers not listed separately.
Plans, supervises, and coordinates work activities of subordinates and staff relating to a program area.
Prepares and distributes written and verbal information to inform employees or the public of operational policies and regulations.
Analyzes internal processes and plans or implements procedural and policy changes to improve operations, particularly to ensure compliance with legal requirements.
Develops methods to improve policies, processes, and practices.
Prepares operational forecasts to project trends and program needs.
Prepares budget requests and monitors expenditures of funds.
Consults with staff and others in government, business, and private organizations to discuss issues, coordinate activities, and resolve problems.
Prepares and delivers presentations and reports to state officials or other management regarding program policies and practices and recommendations for change.
Studies legislation and other sources of relevant information to assess and recommend policy and procedural modifications.
Manages record maintenance and compilation of statistical data concerning operational services.
Represents organization at hearings and investigations.
Negotiates and manages contracts with vendors to provide services.
MINIMUM QUALIFICATIONS FOR THIS POSITION INCLUDE THE FOLLOWING REQUIRED ENTRY LEVEL KNOWLEDGE, SKILLS AND ABILITIES:
Knowledge of Basic Management principles and practices.
Knowledge of Detention services policy and procedures.
Knowledge of Department, State and Federal policy and procedures relating to the operations of a Juvenile Detention Center.
Knowledge of methods of compiling, organizing and analyzing data.
