Job Description
 

Overview

The Contract Solution Specialist provides specialized administrative services for assigned contracts, special projects, and initiatives in the City of Dallas. Develops contracts, reviews documents, monitors payables, and provides professional administration for the City of Dallas.

Essential Functions

1 Develops, executes, and implements contracts for both grant and generally funded projects or programs; routes, tracks, and monitors contracts through various critical offices and departments for effective execution.

2 Tracks data related system performance measures and utilize best practices and other data sources to develop system recommendations; completes monthly monitoring review to ensure effective document performance and vendor activities; monitors vendor spending and payable to ensure expenditures are on target.

3 Participates in internal and external audit activities that focus on compliance, alignment, integration, enhancement, and improvement of services and contract processes.

4 Evaluates, analyzes, and audits non-compliance issues and ensure all programs are being administered in the system appropriately.

5 Cultivates expertise on assigned target systems, current services, and key resources; provides training and professional development for staff and vendors.

6 Encourages, builds, and facilitates collaboration between service providers and the City to strengthen coordination and improve system, program, and process outcomes.

7 Reviews contract budgets to confirm eligibility costs and alignment with programmatic expectations; manages files and ensures appropriate reporting and information.

8 Evaluates subcontractor reports and provides technical and fiscal assistance when necessary.

9 Performs any and all other work as needed or assigned.

MINIMUM QUALIFICATIONS:

EDUCATION

  • Bachelor’s degree in a Business, Public Administration or Social Science field.

EXPERIENCE

Two (2) years of experience in any of the following areas:

  • Managing, negotiating, or developing contracts
  • Monitoring/tracking contracts for effective execution
  • Auditing contracts for compliance 

EQUIVALENCIES

  • High school diploma or GED plus six (6) years of the required experience will meet the education and experience requirements.
  • Associate degree in any field plus four (4) years of the required experience will meet the education and experience requirements.
  • Bachelor’s degree or higher in a non-specified field plus four (4) years of the required experience will meet the education and experience requirements.
  • Master’s degree or higher in a specified field will meet the education and experience requirements.

Knowledge, Skills, and Abilities

1 Knowledge of City policies, procedures, and administrative standards.

2 Knowledge of contract management and administration.

3 Knowledge of local, state, federal laws, and regulations.

4 Ability to analyze data and compile relevant information.

5 Ability to administer various programs, initiatives and projects.

6 Communicating effectively verbally and in writing.

7 Establishing and maintaining effective working relationships.



    Salary Range

     

    $25.61 - $30.76
