Duties and Responsibilities:

Under the general supervision of an Environmental Manager, the person occupying this position is responsible for conducting sampling, evaluations, and investigations in a variety of specialized environmental health programs managed by Environmental Health Services. The majority of the work will be fielding, reviewing and issuing permits for Onsite Sewage Disposal Systems.  Compliance with Florida Administrative Codes (FAC), Florida Statutes (FS), and/or DOH Environmental Health Manual 150-4, is essential to completion of assignments.  The incumbent will comply with all county policies and procedures as posted, such as cell phone usage and utilization of county vehicles.

Reviews OSTDS applications and plans, performs site evaluations and develop construction permits. Inspects OSTDS construction for compliance with rules 63-6 FAC, regulations in the OSTDS. Performs routine compliance inspections of assigned facilities with OSTDS operating and OSTDS service permits to assure compliance with department regulations in the OSTDS program.   

Conducts field inspections of migrant farm housing facilities per FAC 64E-14 and conducts re-inspections of said facilities as necessary to achieve compliance.        

Investigates nuisance complaints pertaining to OSTDS per FS 386 and 62-6 FAC. Documents observations, possible remedies as necessary, and issues appropriate notices to abate and citations when appropriate. Under the supervision of the EPH manager, initiates enforcement procedures against confirmed sanitary nuisances as indicated in conjunction with department (FDOH and FDEP) legal staff and immediate supervisor.

Performs routine paperwork as required by all department and division policy regarding submission of Daily Activity Reports (DARs), and Leave and Attendance Sheets, Authorizations to Incur Travel, and Travel Vouchers.    

Participates in training sessions, seminars and meetings as available to maintain timely and current knowledge of all environmental health regulations related to public health that are under the jurisdiction of the department.

Performs other duties as assigned by the Environmental Manager.

Required Knowledge, Skills, and Abilities:

  • Working knowledge of environmental health and related scientific theory and practices applicable to environmental contamination, communicable diseases, sanitation and health nuisance abatement.
  • Some knowledge of chemistry and bacteriology and its relation to water treatment and food sanitation. Some knowledge of State laws, rules and administrative codes relative to Health regulated establishments to include the farm housing, onsite sewage treatment and private property sanitation. Knowledge of math is required.
  • Much of this position’s time is spent outside therefore the incumbent must have the ability to work in weather extremes such as heat and cold, including adverse weather conditions. Incumbent must be physically able to access, safely maneuver and inspect locations under construction or without stable ground. The position requires stamina, agility and ability to lift and carry objects weighing up to 30 pounds when setting up equipment.
