GENERAL DESCRIPTION OF POSITION:

The Chief Information Officer/Chief Information Security Officer (CIO/CISO) provides institution wide Information Technology (IT) leadership and vision to enable Pacific University to meet its academic and business goals and objectives. Reporting to the Vice President for Finance and Administration the CIO/CISO will lead and manage the effective and efficient operations of the University Information Services department, including the subareas of Operations, Technology Helpdesk, Enterprise Data Systems and Healthcare Clinic Information Technologies.

 

The CIO/CISO serves as the principal technology leader for the university providing the vision and leadership for developing and implementing information technology strategies and initiatives university-wide. The position scope is inclusive of all university divisions and campuses. This necessitates a high level of familiarity with the various constituents and a commitment to meeting the diverse information and communications needs that exist across all university departments. The CIO/CISO is responsible for anticipating and maintaining a vision for the future technology needs at Pacific University, and for recommending policies, strategies, priorities, and projects that will best achieve the university’s strategic goals and objectives.

 

 

ESSENTIAL FUNCTIONS/MAJOR RESPONSIBILITIES:

This position is based in Forest Grove, OR.

 

  • Provides leadership and direction for IT governance, planning and policy development; develops short and long-range strategic plans, goals and objectives for the UIS departmental operations; reviews and updates annual plans; coordinates department activities with other Pacific departments, colleges, and outside public and private entities.
  • Anticipating the diverse needs of university constituents, monitoring trends and innovations in the industry to meet those needs; developing and implementing strategic long and short-term technology plans; and making actionable recommendations to senior leadership.
  • Ensure IT data security, risk management, disaster recovery and business continuity planning processes are in place and receive regular review for currency and adequacy;
  • Establishes appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
  • Establishes and maintains effective communications with the Vice President of Finance and Administration regarding department direction, performance, and progress of programs and projects.
  • Develops and implements the department budget; evaluates internal IT systems to ensure maximum efficiency, effectiveness, and customer satisfaction; oversees and manages all accounts, contracts and financial issues related to the department. 
  • Develops and implements all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing and service provision.
