We are seeking highly cleared professionals who excel at the intersection of advanced communications infrastructure, distributed systems, and mission assurance—where reliability, security, and performance are paramount. 

Specifically, we are looking for a TS/SCI cleared Program Analyst - Senior to support this mission at MacDill Air Force Base, Florida. 

Responsibilities:  

As a Program Analyst - Senior you will provide technical and management leadership for all equipment and information support functions across the Task Order. Your responsibilities include: 

  • Provides technical and management leadership for the PMO support function, establishing overarching goals and strategic plans for managing enterprise-level implementations and site-specific capability/capacity Project Plans. 
  • Directs and controls the comprehensive analysis of program data, ensuring that critical insights are provided to Government leadership POCs for optimizing C2ISR Transport Infrastructure expansion. 
  • Possesses expert domain and technical knowledge in defining and implementing advanced reporting methodologies and frameworks for PMO support, with critical impact on overall project implementation. 
  • Establishes the framework for evaluating the effectiveness of PMO processes and documentation, recommending and leading major systemic changes and improvements that significantly impact short-term project growth and long-term success. 
  • Directs and controls the identification and evaluation of optimal technical, architectural, and systematic paths for current and future integration activities, planned expansions, and site activations across the C2ISR Transport Infrastructure. 
  • Has overall responsibility for the development and refinement of PMO support guidelines, checklists, and support agreements (including SLAs and MOAs), ensuring standardization, best practices, and strategic alignment. 
  • Directs and controls all PMO support methods and staffing, ensuring that technical requirements are met for Government leadership POCs and all related C2ISR projects. 
  • Ensures compliance with Federal Acquisition Regulation (FAR) guidelines across all phases of acquisition and contract management 
  • Leads high-level client negotiations and interfaces with senior management (Command TPOC, AAS COR, etc.) regarding PMO support strategies, performance, and resource optimization. 
  • Utilizes expert domain knowledge to make critical decisions regarding PMO support that have a direct and significant impact on overall project implementation and the success of task order objectives. 
  • Establishes and monitors advanced metrics for PMO support effectiveness and efficiency across all enterprise-level and site-specific projects, driving continuous improvement and strategic re-alignment. 
  • Provides authoritative guidance and mentorship to all levels of Program Analysts, shaping the PMO's analytical capabilities and strategic contribution to the TO. 
  • Utilize the following Role Specific Tools: program performance dashboards with KPI tracking; variance analysis tools (earned value management systems, trend analysis software); multi MIPR financial tracking systems with allocation rules; spend plan development templates; cost performance reporting suites; workflow automation for RIPs/CTPs/TARs; stakeholder communication dashboards; lessons learned repositories for program analysis; requirements traceability matrices; risk management registers; predictive analytics engines for forecasting; configuration management databases for PRD version control. 

Qualifications

Required qualifications: 

  • Previous experience of 9 years w/o a degree or 7 years with AS/AA or 5 years with BS/BA or 3 years with MS/MA or 1 year with Phd
  • A current, active DoD security clearance at the TS/SCI level 
  • US citizenship is required  

Desired Qualifications: 

  • DoD-approved IA baseline certification for ADP-III/IT-III based on the IAT level and CE/Operating System (OS) certificate within six months of the assignment. 
  • PMP Certification 

Work Environment:  

  • Location: MacDill AFB, FL 
  • On-site expectations: Full-time on-site presence required for equipment management and asset tracking 
  • Travel: May require occasional travel to CONUS and OCONUS sites for logistics coordination and facility assessment
