Job Summary
The Principal Contracts Administrator will lead the administration, monitoring, and reporting of contract performance on major/complex government, commercial, and international contracts, spanning all DRS legal entities. Core responsibilities include partnering with internal and external stakeholders in all matters related to Contract capture, negotiation, and life cycle performance. This includes support of external 3rd party contractual matters, while ensuring compliance with internal policy & procedure, as well as external legal requirements
Job Responsibilities
• Lead the administration and monitoring of contract performance on major/complex government, commercial, and international contracts.
• Represent DRS System, Inc. in negotiation and administration of agreements between the company/customers/subcontractors/vendors ensuring adherence to company policies and procedures, and all legal requirements.
• Responsible for the life cycle contractual oversight of all contract actions - contractual terms and conditions, contract award review and confirmations, interpreting agreement terms and conditions, identifying potential issues, reviewing agreement amendments/modifications and incorporating changes.
• Review contractual documents to ensure adherence to company policy, government specifications and requirements, identify risks and areas of concern on contract terms and conditions and provides contractual advice and guidance to the Business Unit project teams.
• Respond to internal / external inquiries regarding contract obligations and revisions.
• Provide fulfillment of contract deliverables, including formal customer notifications.
• Support operating units in proposal preparation per customer requirements.
• Prepare and analyze complex price proposals.
• Participate in TINA implementation/sweeps.
• Support operating units in negotiating terms and conditions.
• Monitor contract performance and cost controls and ensure compliance with contract terms.
• Prepare teaming agreements, MOUs, MOAs, and domestic and international consultant/sales representative agreements and other contractual agreements.
• Prepare contractual documents, including the preparation of contract terms and conditions, and assemble contract documentation packages.
• Participate in management review of proposals/contracts and in the conduct of program reviews.
• Prepare export license applications.
• Provide subcontract negotiation and management.
• Support customer billing and collection activities as needed.
• Ownership of Cost Point (ERP system) order entry, monitoring, and reconciliation, including weekly report out throughout DRS of booking actions taken.
• Contracts Lead for all close-out activities, including direct internal / external interface.
• Support Senior Controller in all aspects of DRS Systems, Inc. oversight and management.
Qualifications
• Bachelor’s degree in related discipline with a minimum of 6 years related experience.
• Expert knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
• Advanced understanding of complex contract/purchase order terms and conditions and detailed knowledge of the government contracting process including sole source and competitive procurements.
• Expert knowledge of the terms and conditions appropriate for different contract types (FFP, CPFF, CPIF, T&M, IDIQ, etc.) and their proper use.
• Advanced knowledge of government intellectual property (IP)/ software and data rights clauses and IP marking guidelines.
• Advanced knowledge of source selection/evaluation process including cost and price analysis.
• Advanced knowledge of requirements for and experienced in administration of government property.
