BASIC FUNCTION:  

Manage Office of Strategic Workforce Development (OSWD) grant funded projects from point of offer to acceptance, to disbursement for particularly complex workforce development grant projects. Manage special projects and programs for OSWD.  Provide oversight of and input into office activities such as reporting, training, policies, and procedures and interact and communicate with grantees on complex matters as necessary.


WORK PERFORMED:

  • Structure and negotiate discretionary incentives to projects that spur job creation and retention through workforce development with non-profits, local governments, training and education providers, chambers of commerce and business trade associations.
  • Build and maintain relationships with governmental and quasi-governmental entities, business groups, community-based organizations, training and education providers, and higher education institutions across New York State. Conduct site visits and events as necessary.
  • Perform project review, analysis, and evaluation. Work with leadership to make funding recommendations to senior management.
  • Establish clear contracts and related materials that properly outline project goals and objectives and ensure grantees are aware of expectations.
  • Monitor and review OSWD grant applications for financial assistance. Review and edit draft Incentive Proposals for grant recipients.   
  • Prepare and present project materials and analysis for Board of Directors consideration and develop Grant Disbursement Agreements.   Review final documents, including signoff if needed to leadership.
  • Coordinate with Data and Metrics Manager on reporting requirements for inclusion in grantee agreements and evaluation. Monitor grantee compliance with reporting and contract requirements.
  • Conduct regular monitoring of projects and contracts to ensure success by mitigating issues as they arise in an effort to minimize grant/project delays that could lead to termination of contracts. 
  • Present written and oral summaries of project activity to executive management, as requested. 
  • Oversee funding programs and special projects for OSWD as assigned by leadership.
  • Mentor newly hired Project Managers and assist with the constant improvement and evolution of office process and procedures.
  • Conduct oneself in a positive, productive and professional manner at all times.
  • Perform additional tasks as assigned.

MINIMUM REQUIREMENTS:

Education Level required: Bachelor’s degree, or associate degree with four to eight years of equivalent work experience. Project management or comparable experience required: 5+ years relevant experience. 7+ years relevant experience preferred. 

Knowledge required: Project development, establishment of contracts and working knowledge of workforce development/training. Knowledge and understanding of economic development, government relations, financial statement analysis, public policy and data analysis. Strong comprehension, analytical skills and time management skills are required. Excellent written and oral communication skills are essential.
