Position Overview
Wetland Studies and Solutions, Inc., a Davey company, has an opening for a Senior Associate Regulatory Specialist specializing in Wetlands and Waters Permitting, and NEPA to join our Hampton Roads, Virginia team. This position serves as liaison between regulatory agencies and clients for regulatory authorizations with a heavy emphasis on technical writing, regulatory expertise, interaction with regulators, permit application and National Environmental Policy Act (NEPA) document preparation.
Job Duties
- Meet with clients, prepare scopes of works and fee proposals, and Design-Build materials
- Subject matter expert and research current state and federal regulations and project design needs for public and private clients
- Manage large scale projects with multiple stakeholders and consultants, varying timelines, and complex logistics
- Prepare and manage permit application preparation for the Virginia Department of Environmental Quality (DEQ), U.S. Army Corps of Engineers (COE) and Virginia Marine Resources Commission (VMRC)
- NEPA document writing and management
- Build practice with private development clients and localities, state and federal agencies
- Mentor existing staff and grow team, work within interoffice regulatory staff
- Collaborate with team members to ensure project objectives (scope, schedule, deliverables) are met in accordance with established metrics
Qualifications
The successful candidate will have demonstrated success working with a diverse client base in both public and private sectors, as well as the ability to work independently and with a team.
Minimum qualifications include:
- Bachelor's degree in environmental planning, science, or policy
- 15+ years of experience in permitting/NEPA and project management
- Thorough understanding of environmental regulations pertaining to 404/401 Clean Water Act, Virginia Water Protection (VWP) permit program, NEPA, and Chesapeake Bay Preservation Act
- Ability to handle multiple projects and deadlines under limited supervision
- Demonstrated ability to organize and manage multiple priorities
- Ability to provide excellent customer service
- Excellent written and verbal communication skills in a dynamic environment
- Strong organizational, time management, attention to detail, and analytical skills
- Ability to work independently as well as in a team environment; offer constructive feedback and direction to support goals
Preferred qualifications include:
- Experience with NEPA concerning Virginia’s Locally Administered Projects Program, the U.S. Department of Housing and Urban Development, Federal Energy Regulatory Commission (FERC) or DoD agencies
- Experience with wetland delineations, hazardous materials investigations, fisheries, air and noise regulations, and/or grant writing and planning related to coastal resiliency
- Knowledge of AutoCAD, GIS, GPS
- Knowledge and experience with land development, utilities, transportation, stormwater, flood mitigation and/or resilience practices
