Description
Senior Program Manager leading the Ship Anti-Submarine Warfare Readiness and Effectiveness Measuring (SHAREM) program for the Surface and Mine Warfighting Development Center (SMWDC) in San Diego. This critical role manages all contractor support for the Navy's premier ASW assessment program, established in 1969, which evaluates and improves ASW capabilities through at-sea exercises, weapons testing, and tactical development. The position oversees complex analytical efforts supporting fleet readiness, serves as the primary contractor interface with government leadership, and directly impacts the Navy's ability to counter undersea threats.
ESSENTIAL FUNCTIONS
Program Management & Leadership
* Lead and manage all contractor SHAREM program efforts, ensuring alignment with SMWDC objectives and contract requirements
* Serve as primary liaison between REM Director, Contracting Officer's Representative (COR), and contractor team
* Oversee program budget, resource allocation, and contractor personnel assignments across multiple concurrent exercises
* Provide monthly financial and progress reports, maintaining continuous communication with government stakeholders
* Ensure program continuity and knowledge transfer during contract transitions
ASW Exercise Planning & Execution Oversight
* Direct contractor support for 4-6 SHAREM exercises annually with US and partner navies in forward-deployed areas
* Oversee Submarine Command Course (SCC) Operations support (4 times annually) for PCO/PXO training at underwater tracking ranges
* Coordinate Limited Objective Experiments (LOEs) for fleet experimentation and TTP development
* Manage exercise planning conferences, pre-sail briefs, and after-action reviews
* Ensure integration with major fleet exercises (Talisman Sabre, Valiant Shield, RIMPAC)
Technical Analysis & Documentation
* Oversee reconstruction and analysis of ASW exercises using NSTRAT, Raptor, and VOT systems
* Conduct final review of all SHAREM deliverables, including Exercise Plans, Test Plans, OPORDs, and Analysis Reports
* Ensure technical accuracy of MOE/MOP assessments against pacing threats
* Validate ASW sensor, weapon, and countermeasure performance evaluations
* Direct development of tactical recommendations supporting SURFRG and WIP initiatives
Data Management & Systems Oversight
* Supervise maintenance and updates of SHAREM/SCC databases in NSTRAT system (FLANKSPEED IL6)
* Ensure proper data collection from SQQ-89 systems, aircraft sensors, and range instrumentation
* Coordinate data transfer and archiving from participating units and coalition partners
* Oversee Cross-REM analysis efforts drawing from multiple exercise datasets
Requirements
Experience:
* 12+ years of Navy experience, including 4+ years managing complex USW projects or programs
* 4+ years of project management experience within DoD or U.S. Navy environments
* Demonstrated experience with anti-submarine warfare operations, systems, or analysis
* Experience conducting operational assessments for naval warfare programs
Required Competencies:
* Proven ability to author and deliver executive-level reports, briefings, and technical documentation for senior military leadership
* Strong analytical and problem-solving skills with demonstrated success addressing complex USW operational challenges
* Exceptional communication and stakeholder management skills for interfacing with US and coalition partners
* Experience managing multi-million dollar programs with concurrent exercises and complex deliverables
* Ability to obtain and maintain SECRET clearance
PREFERRED QUALIFICATIONS
Certifications:
* Project Management Professional (PMP)
* DAWIA Program Management certification
* Navy ASW-related qualifications or designations
Technical Experience:
* SQQ-89 combat system familiarity
* ASW weapons systems (torpedoes, sonobuoys, countermeasures)
* Submarine operations and tactics knowledge
* Experience with underwater tracking ranges
* Acoustic analysis and environmental effects on ASW
Exercise & Operational Experience:
* Participation in SHAREM or similar ASW exercises
* Experience with coalition/partner navy integration
* SMWDC or warfare development center experience
* Fleet ASW operational background
* Experience briefing Flag/General officers
