Essential Duties and Responsibilities

- Supports the HCVP Senior Vice President, Deputy Director and HCVP senior leadership in a wide variety of the program responsibilities related to the Housing Programs Division;
- Plans, directs, manages and coordinates the daily activities of the HCVP lease-up, interim and recertification processes to meet specified goals within specified time lines through a subordinate HCVP Supervisory Housing Program Specialist;
- In collaboration with the Quality Assurance Manager, evaluates established SOPs and drafts appropriate changes and updates to reflect greater efficiencies that yield better customer service outcomes;
- Provides a second layer of quality controls relating to applicants meeting the eligibility requirements for special program vouchers and other subsidies as required by funding source
- Tracks voucher and subsidy programs allocations and utilization for internal and external reporting purposes;
- Tracks, from award through lease-ups and continued occupancy, project based allocations and contracts ;
- Ensures that Contract Administration Branch meets regularly with Point of Contact (POC) with Housing Providers / Partners;
- Monitors the Project-Based Voucher (PBV) referral process in coordination with Eligibility Division and housing partners;
- Monitors activities related to RAD portfolio and ensures compliance with relevant HUD requirements
- Monitors activities related to DCHA responsibilities and ensures compliance with provisions of Memorandum of Understandings/Agreements (MOUs/MOAs);
- Effectively communicates with external stakeholders including Department of Housing and Urban Development (HUD) or other relevant agencies, organizations and partners;
- Ensures compliance with program policies and procedures;
- Establishes, plans, schedules, and creates goals and objectives for the Housing Programs Division; communicates goals and objectives to Housing Programs Division staff;
- Ensures timely completion of all lease-ups, as well as scheduled and interim recertifications for all HCVP participants in accordance with the DCHA Administrative Plan and local/federal regulations;
- Responsible for direction and implementation of processes used in determining rent reasonableness and granting HCVP owners and landlords annual rent increases in accordance with the DCHA Administrative Plan;
- Responsible for the correct and efficient payments of Housing Assistance Payment (HAP) and Utility Assistance Payments (UAP) to HCVP owners and participant families in accordance with the DCHA Administrative Plan;
- Directs the process of timely identification and recoupment of overpayments of rent subsidy, HAP and rental assistance to owners and landlords in the HCVP;
- Confers regularly with the U.S Department of Housing and Urban development to keep apprised of new and changing policies, procedures and special priority matters, with specific emphasis on the Enterprise Income Verification (EIV) System;
- Develops and administers a program for assuring compliance with applicable local, federal, and DCHA policies and procedures; ensures Supervisory Housing Program Specialists conduct quality control of cross-section of Housing Program files monthly for accuracy and completeness. Interprets and makes decisions on the application of these policies;
- Performs other related duties as assigned.

Job Competencies
- Knowledge of policies, procedures, goals, objectives, operational entities, requirements and activities as they apply to the assigned area of responsibility in the DCHA (i.e. DCHA Administrative Plan, local regulations, HUD regulations, notices, handbooks and guidance related to the Housing Choice Voucher Program, etc.);
- Extensive knowledge of policies and procedures related to the Moderate Rehabilitation, Single Room Occupancy and other rental assistance programs;
