This organization plays a critical role in the successful execution of International Contracts and allows programs to remain compliant with the U.S. Government in all our global business transactions. This opportunity provides exposure and visibility in the field of Export Import operations and its strategic impact on global growth and success.

This position provides guidance and supports jurisdiction and classification determinations within Raytheon’s Jurisdiction and Classification (JC) Control Board process. You will interface with various internal functions to gather information about the products and technology being classified, and to discuss the implications of classification determinations.   

This position reports to the Associate Director, Global Trade Jurisdiction and Classification as part of the Global Trade Program Office.

What You Will Do

  • Work in a high-energy, fast-paced environment, developing relationships with internal customers and collaborating with multiple business functions for success.  
  • Interfacing with stakeholders on interpretation of regulatory requirements or company JC policies and procedures.
  • Supporting jurisdiction and classification determinations (JCD) in compliance with applicable US Government regulations and company policies.
  • Analyzing and reviewing JC data and metrics and offer improvement ideas.
  • Maintaining records of JC activities.
  • Performing as a Jurisdiction and Classification Control Board (JCCB) reviewer.
  • Assessing JCD quality periodically.
  • Providing consistent interpretation and application of the International Traffic in Arms Regulations’ (ITAR) U.S. Munitions List (USML) and Export Administration Regulations’ (EAR) Commerce Control List for Business Unit employees.
  • Assisting in identifying compliance concerns by identifying errors and areas requiring improvement and implementing corrective actions to resolve problems.
  • Supporting management in resolving compliance matters, audits, and investigations.
  • Supporting Consent Agreement-driven compliance activities (e.g., external audits).
  • Validating existing export classifications.
  • Approximately 10% travel (2-3 times per year).

What You Will Learn 

  • Approving and finalizing JCDs.
  • Providing subject matter expertise on Raytheon’s JC database (OCR database tool).
  • Standing-in as GT Chair in JCCB when needed.
  • Participating in RTX JC Steering Committee.
  • Leading special projects, cross-functional business projects and corporate projects to support business objectives.

Qualifications You Must Have

  • Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or an Advanced Degree in a related field and minimum 3 years' experience
  • Experience in determination of regulatory jurisdiction and classification, other compliance and transactional activities, and applications of regulations such as ITAR, EAR, ATF, Customs)
  • Experience in engineering, or other relevant discipline to the classification of products
  • The ability to obtain and maintain a U.S. government issued security clearance is required. U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer

  • 5 years or more of years of direct experience in the application of regulations (ITAR, EAR, Customs)
  • Knowledge of Export Control Reform (ECR) and familiarization with Jurisdiction Classification Assessments  
  • Strong time management, prioritization, analytical and organizational skills, with ability to meet deadlines and achieve desired results
  • Problem solver, able to work under time sensitive circumstances, collaboratively or independently
  • Demonstrated ability to collaborate with multiple business functions for success
  • Strong communicator to develop and support stand-up training
