About the Role
The Port Safety Manager is responsible for ensuring overall safe practices are maintained throughout the Port by overseeing safety-related functions, communicating safety protocols and managing emergency planning, preparedness, and training.
This position is based in Port Newark, New Jersey. The successful candidate must be able to respond to any Port facility to perform the functions of the role, and/or all emergencies including those that are weather-related, and any other declared agency or facility emergency.
Reporting directly to the Deputy Director, the successful candidate will be responsible for the following:
Responsibilities
- Promoting a safe culture through proactive engagement, training, and communication of relevant safety practices throughout the Port.
- Conducting Risk Assessments to identify any risks to the health and safety of Port Department staff, port users and visitors, arising out of, or in connection with marine operations within the port complex.
- Identifying and mitigating safety risks, and conducting safety meetings, audits, and inspections to ensure compliance with state and federal regulations.
- Managing fire protection life safety (FPLS) programs and completion rates in collaboration with the Physical Plant Manager (PPM) and Engineering.
- Designing and delivering safety training programs for employees, contractors, and other stakeholders to promote awareness and adherence to safety practices.
- Maintaining records of training activities and certifications, ensuring all personnel are up to date with required safety training.
- Serving as the primary contact for IOD’s and incident notification, investigation, and case management. Maintains a written log of safety inspection activities, reports, and correspondence.
- Maintaining and updating all Emergency Operations Plans
- Benchmarking industry best practices related to safety policies, procedures, and regulations, and incorporating them into the Port Authority’s Marine Terminal Tariff, tenant agreements, and other Port documentation as appropriate
- Establish and/or maintain relationships with USCG, Fire, EMS, OEM’s, and other regulatory/emergency response agencies serving the Port complex and conduct periodic training and exercises.
- Establish, maintain, and update as necessary Port related Hazardous Materials rules, regulations and guidelines.
- Establish and maintain guidelines and record keeping mechanisms for port related equipment certifications and inspections
- The successful candidate will represent the Port Department on relevant safety related committees including, but not limited to the Area Committee and Harbor Operations, Safety and Navigation Committee.
Minimum Qualifications
- Bachelor’s degree in Business Administration, Marine Transportation, Occupational Health & Safety, Engineering Safety, Risk Management, Public Administration or a related field from an accredited college or university].
- Minimum of eight to ten years’ experience in maritime safety, security, operations, or related field.
- The selected candidate will be required to pass a Federal Security Background check and obtain a Transportation Workers Identification Credential (TWIC) to work in a maritime environment as required by Department of Homeland Security.
- Must possess a valid driver’s license.
Desired Qualifications
- A Master’s Degree in Occupational Safety, Safety Management, Engineering Safety or a related field from an accredited college or university or license as a USCG Unlimited Tonnage Deck Officer
- Experience leading operations and administration within maritime facilities.
- Demonstrated knowledge of relevant NFPA, OSHA, USCG, FRA and USDOT guidance and regulations related to intermodal transportation and port operations.
- Demonstrated range of in-depth knowledge of business, technical and industry expertise that applies to delivering occupational safety, accident/incident investigation, risk control and collaborating with regulatory entities.
- Strong interpersonal skills with demonstrated ability to establish close working relations
