Job Description

PURPOSE SUMMARY.  Performs advanced level professional human resource work in the employee relations section which includes supervising the employee relations unit; recruitment, testing, selection, and on-boarding policies and procedures for the organization; collective bargaining negotiations and compliance; employee and management consulting/advising; oversight of employee grievance processes; professional development; and research and development related to areas of responsibility. May be assigned to various team and special projects. Responsible for supervising staff and completion or implementation of the projects. 

ESSENTIAL DUTIES. 

  • Participates in the development of the department priorities and work plan; assigns work activities, projects and programs; monitor workflow; review and evaluate work products, methods, and procedures.

  • Provide analysis of data and information to make recommendations to the Assistant Director regarding human resources related problems or projects. Assist the Assistant Director with special projects.

  • Perform daily supervision of assigned staff including training, motivating, evaluating, and managing the employee relations team.

  • Provide or coordinate staff training based on team needs and work with employees to correct deficiencies.

  • Conduct continued research and development of the County’s Enterprise Resource Planning (ERP) system in areas of responsibility.

  • Participate in the administration of the classification and compensation plans to ensure internal equity and market competitiveness.

  • Assist departments with preparing or revising job descriptions; ensure integrity in processes (e.g. ensuring fairness in hiring practices, compliance with all State and Federal laws, etc.).

  • Participate in union contract negotiations. Support union negotiations by researching and compiling data.

  • Provide professional human resources advice and strategic direction to assigned departments in areas of employee relations, recruitment and selection, employee development and training, equal employment opportunity law compliance, and other related human resource areas.

  • Manage employee relations issues and monitor, recommend, and review disciplinary actions. 

  • Assists in workforce and succession planning efforts including analysis of time to hire, turnover and prepare plans to address critical gaps.

  • Coordinate with the Training Coordinator and Assistant Director regarding training and professional development programs in support of the County’s human resources and organizational initiatives, including:

  • Conduct periodic needs analysis for training and professional development needs.  Plan, organize, initiate, recommend, and facilitate training programs. Conduct train-the-trainer programs with other HR Staff. Monitor and evaluate training programs to determine effectiveness and additional needs.  Report program results to the Assistant Director and county management. Administer outside training contracts, program budgets, and program curricula.

  • Responsible for employee relations activities which may include providing career counseling, employee coaching, mock interview and application review; team interventions; conduct needs analyses for training and non-training interventions; management consultation; oversight of the performance management system; coordinate and conduct the New Employee Orientation measuring its effectiveness.

  • Develop, enhance, and manage innovative recruitment strategies to attract, hire, and retain top talent for the County. Focus on streamlined and effective recruitment process and ensuring compliance with applicable employment laws and regulations.

  • Conduct market research to identify talent trends, competitive salaries, and effective sourcing methods. Remain current on industry best practices and emerging recruitment technologies.

  • Oversee and enhance the onboarding process to ensure new employees are effectively integrated into the County workforce.
