The Raytheon Estimating and Pricing (E&P) organization has an exciting opportunity to join a talented team supporting proposal and capture efforts for the Air and Space Defense Systems (ASDS) business unit. This position will be for a direct charging employee supporting programs located onsite in Tucson, AZ. 

The chosen candidate will lead E&P support for proposal efforts within the Air Dominance SSBU; including competitive, strategic, and International pursuits. This position requires extensive collaboration with cross-functional proposal teams, subcontractors, customers, E&P senior management, and other senior business leadership. The management of these activities, in concert with the other business leaders, is vital to winning new business and growing key programs within ASDS.

What You Will Do

• Lead development and understanding of significant proposals
• Collaborate with other functions to develop the estimates for all cost elements associated with proposed contracts
• Utilize estimating and pricing programs and tools
• Develop detailed Request for Estimates to kick off proposals
• Provide estimating support for the development of Basis of Estimates to include validating and analyzing actuals, ensuring consistency within task descriptions, and confirming estimating approach is sound
• Perform detailed and complex analysis of inputs
• Prepare and present complex Gate 4 charts for program/company leadership review
• Ensure compliance with FAR and internal requirements
• Interface with all levels of management to assess and formulate potential solutions leading to a thorough proposal submittal
• Train and support less experienced Estimators (FAR requirements, proposal process and development, etc.)
• Ability and willingness to gain special access clearance to work activities as appropriate.

​Qualifications You Must Have

• Typically requires a Bachelor’s and a minimum of 8 years prior relevant experience, or an Advanced Degree in a related field and a minimum of 5 years experience
• Experience with Microsoft Office products ex. (Excel, PowerPoint, Word)

​Qualifications We Prefer

• Experience working as a member of an overall proposal or program execution team including program management, finance, contracts, business development, and other functional organizations.
• Experience working with the ProPricer pricing tool, SBT Engineering estimating tool, SAP, BW, etc.
• Intermediate knowledge of Excel (i.e. basic formulas, lookup functions, pivot tables, filtering/sorting, etc.)
• Ability to contribute across a variety of functional roles and responsibilities.
• Conceptual understanding of the IPDS and the Capture/Proposal Process (Gate Review Process).
• Experience with government regulations related to the development and negotiation of cost proposals (FAR, DFARS, CAS, TINA) and supporting the DCAA/DCMA audit process.
• Flexibility to support proposal activity at other local Raytheon locations, as needed.
• Secret security clearance or higher.
• Strategic thinker, demonstrated leadership skills, strong organization skills, attention to detail, and analytical abilities.  
• Ability to lead other analysts and promote growth.
• Good communication, presentation, and teamwork skills.
• Strong verbal and written communication skills, as well as the ability to interact face-to-face with senior levels of Raytheon management.
