Assistant Vice President, Talent Acquisition Delivery

About the role

To lead and inspire Talent Acquisition Delivery teams and recruiting strategies to identify, attract and hire top, diverse talent to pro-actively and efficiently meet enterprise talent needs and build ready talent pipelines for critical skill sets. Develop and oversee execution of Talent Acquisition’s strategic delivery objectives and ensure alignment with Navy Federal’s overall goals, strategies, mission and vision. Deliver exceptional candidate and hiring leader experiences to attract and retain talent to deliver on enterprise mission critical strategic imperatives. Serve as an employer brand ambassador positioning NFCU as an employer of choice.

•   Provide talent acquisition consulting and expert advice to key stakeholders across the enterprise
•   Partner with key stakeholders to develop the long-term strategic direction and roadmap for the future workforce 
•   Direct the development of TA delivery strategies and resources to support the evolving staffing models aligned to business line future staffing needs; ensure measurable success in the quality, quantity and diversity of hires to meet mission needs
•   Leverage and interpret data and market analytics to influence and inform sourcing strategies   
•   Pro-actively identify labor market trends to optimize talent community outreach  
•   Lead employer brand programmatic and campaign strategies to cultivate a diverse talent network  
•   Monitor recruiting metrics to assess recruiting health and to identify delivery opportunities  
•   Oversee the proactive guidance and consultation to business unit leaders to create internal and external TA delivery strategies, while ensuring alignment with business requirements and building a pro-active pipeline of talent to support the business unit’s future hiring needs
•   Leverage technology to drive talent acquisition delivery outcomes and partner on identifying additional tools to elevate processes and experiences   
•   Identify, develop, manage, and select recruiting resources and media (e.g., NFO, social media sites, networking, advertisements, job fairs, direct sourcing, broadcast media) to ensure maximum impact and effectiveness of our employment branding and recruiting activities 
•   Collaborate with Procurement in directing and negotiating with delivery and branding vendors regarding contract provisions, pricing, and quality of service 
•   Partner on community outreach efforts with educational institutions, professional and trade associations, public employment services, community workforce development initiatives and other organizations
•   Assist in the development and implementation of internal controls; determine adequacy and effectiveness of applicable policies and practices
•   Guide management to ensure policies, procedures, and employment laws and regulations are being applied fairly, equitably, and consistently
•   Contribute to a culture of collaboration by actively working across business lines and cross functionally, communicating knowledge and business processes  
•   Lead a team of Talent Acquisition delivery professionals to enhance performance and deliver on the attraction of top talent to Navy Federal 
      o   Transform practices and technology in partnership with team members 
      o   Provide coaching and development of team and ensure a world class talent acquisition operation  
      o   Create a team of talent advisors who are sought out by the business for advice and insights that lead to achievement of business goals
•   Partner with Internal Mobility and Military Affair programs to enable a robust future pipeline of talent areas across diverse talent communities 
•   Perform supervisory/managerial responsibilities
      o   Ensure adequate/skilled staffing; select employees
      o   Establish performance goals and priorities
      o   Prepare, conduct and review performance appraisals 
      o   Develop, mentor and counsel staff
      o   Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
      o   Ensure section/branch goals and objectives align with division/department strategy
•   Perform other duties as assigned
 

•   Bachelor’s Degree in a related field or the equivalent combination of training, education, and
experience
•   Expert skill leading high volume recruiting, executive recruiting, and experienced recruiting  
•   Experience with transforming talent acquisition in partnership with key stakeholders
•    Advanced experience in the full spectrum of life cycle Recruiting processes and related practices, regulations, and systems as well as evolving Artificial Intelligence (AI) tools
•   Advanced knowledge of the relationships between Talent Acquisition and other HR functions and business operations
•   Advanced skill demonstrating thought leadership in providing vision & strategic
