Job Duties
This position directs the staff and operations of the Virginia Department of Corrections Intelligence Center. Coordinates, plans, and manages communication with other countrywide Centers, state, municipal, military, tribal, and private sector entities. Formulates program goals and objectives; develops related training courses, develops related policy; interprets and administers pertinent laws; evaluates staff; prepares department budget including State Program funds; maintains contact with individuals both within and outside the Center who might have impact on the program’s activities including federal and state agencies and municipal officials; develops and maintains Memorandum of Understanding with Federal, State Municipalities of the intelligence community to secure agency liaison with the Department of Correction and Law Enforcement community; designs and develops methods of communicating with local, state, and members of the multidisciplinary teams; fosters intelligence and law enforcement community connectivity with all entities; promotes the vertical and horizontal connectivity of criminal information and intelligence with multidisciplinary team to anticipate, identify, prevent, and/or monitor statewide activities; drafts comprehensive briefs and reports focused on current threat levels; performs related duties as required; prepares and provides training and instructional objectives and author and deliver instructional material; organizes case coordination meetings; develops and reviews mentorship programs for new employees; maintains licensing and contracts through audits and required training and agreements; ensures continuity and quality of intelligence product through review and feedback processes.
Special Requirements:
• Must be able to obtain a Top Secret Security clearance within nine (9) months of appointment.
• Must be able to travel as required.
• Will require work outside of normal business hours as needed.
Minimum Qualifications
Knowledge of and ability to apply management principles and techniques. Knowledge of relevant State and Federal Statutes regulations and guidelines. Knowledge of the principles and practices of the National Criminal Intelligence Sharing Plan and Intelligence and Information Sharing Initiative. Knowledge of the Criminal Intelligence Systems Operating Policies. Knowledge of the Law Enforcement Analytic Standards. Knowledge of the Criminal Intelligence systems operating policies. Knowledge of national/international criminal/terrorism data systems and cycle. Knowledge of state and federal constitutional and statutory privacy and civil liberties provisions. Considerable ability to develop and implement an effective communication system within intelligence community. Interpersonal skills. Demonstrated ability to communicated effectively (verbal and written) with all levels of the organization and with external stakeholders. Ability to foster connectivity of multidisciplinary intelligence community. Knowledge of current intelligence trends to include but not limited to corrections, drug smuggling, money laundering, fraud, gang activity, public corruption. Knowledge of the judicial processes as it relates to search warrants, subpoenas, chain of custody, interviewing witnesses, and court testimony. Telecommunication exploitation experience. Valid Motor Vehicle Operator's License.
Additional Considerations
Extensive experience in law enforcement Intelligence work with responsibility for the collection, analysis and sharing of intelligence and criminal information throughout the law enforcement community. Ability to lead, manage and train multiple levels of staff and direct operations. Ability to direct staff and operations of all aspects of a intelligence center to include critical infrastructure and integration; coordination and information sharing with, among other entities, state local and federal task force members, and cybercrime investigators. Ability to represent the Virginia Department of Correction Intelligence Center at high level and/or high-profile meetings and large and small group speaking events, to include locally, out of state and potentially abroad.
