Job Duties
Serve Virginia’s veterans, their dependents and family members by ensuring they receive the benefits, support, quality care, and recognition they have earned through their service and sacrifice. To assist the Director with leading, managing, and directing the Benefits Services Line, consisting of 136 personnel and 38 DVS Offices, in furtherance of state and Agency goals.
Minimum Qualifications
Demonstrated ability to motivate, train, supervise, hold accountable to established standards, manage and lead subordinates.
•Demonstrated ability to develop and manage budgets, contracts and other state resources.
•Extensive knowledge of, and the ability to interpret and apply, the laws and regulations pertaining to state and federal veterans’ benefits.
•Knowledge and understanding of military and veteran's issues and terminology.
•Demonstrated ability to successfully interact with federal, state and local government officials, and with superiors, coworkers, subordinates, and the veteran population.
•Ability to research and reply to legislative and executive constituent inquiries, as well as requests for assistance from state veterans.
•Ability to present ideas and concepts in an effective manner both orally and in writing.
•Extensive travel during duty hours and occasional overnight travel at government expense is required.
•Knowledge of the Health Insurance Portability and Accountability Act of 1996 (HIPAA) and other state and federal laws and regulations implemented to protect veteran privacy.
Parts I, II, III, and IV are written or reviewed by the supervisor and discussed with the employee at the beginning of the evaluation cycle.

Building Coalitions: This involves the ability to build coalitions internally and with other state agencies, local governments, nonprofit and private sector organizations to achieve common goals. Demonstrated leadership skills applying multi-year planning, strategic thinking, and organizational change with focus on veteran services.
Eligibility for accreditation by the U.S. Department of Veterans Affairs is required. A valid driver’s license required.
