The Richmond & Henrico Health Districts (RHHD) are currently seeking a Human Services Program Specialist to perform day-to-day program oversight in a district or as part of a statewide program while independently making decisions regarding routine case management and appropriate follow-up for all assigned cases. Independently completing all case paperwork, data entry, and reports. Receiving general supervision for complex, difficult programs/problems. Characteristic duties include: conducting studies and research, technical training and programmatic assistance, program evaluation, policy development and analysis, and coordination of resources. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor. Thorough knowledge of public health practices; health education principles; HIV epidemiology, transmission, prevention and care; social marketing; Microsoft Office applications; and evaluation techniques. Strong problem solving and decision-making skills. Ability to communicate effectively both orally and in writing; collect, analyze and interpret data; develop and present training; provide technical assistance; conduct needs assessments; and work with diverse populations and cultures. Experience with community-level programming, capacity building, and clear communication skills are necessary.

The Human Services Program Specialist performs day-to-day program oversight in a district or as part of a statewide program. Monitors grant applications and disbursements to assure sufficient funds are available to support program commitments. Responsibilities are carried out independently based on an outline or work plan developed by or approved by the supervisor. Thorough knowledge of program policies, procedures, service delivery methods and clear communication skills are necessary.

This Human Services Program Specialist will serve in the capacity of a Health Counselor/Disease Intervention Specialist (DIS). The primary responsibility in this role is to independently and effectively perform disease intervention activities. These activities include, but are not limited to, notifying persons diagnosed with or at risk for STI/HIV/hepatitis or other communicable diseases; providing partner services to diagnosed individuals and their partners; assisting with linkage to care; and providing risk reduction education to clients at high risk of infection. The incumbent will be expected to provide HIV/STI education and counseling in a culturally competent manner in various clinical and community based settings to a wide range of audiences. Duties include, but are not limited to: interviewing patients and partners regarding STI/HIV information; analyzing and investigating cases of communicable diseases; providing education and risk reduction counseling; performing phlebotomy in community and clinical settings; documenting all investigative activities on appropriate forms and medical records; providing educational presentations to a wide range of audiences.
