About the role

Delek US Holdings, Inc. is a diversified downstream energy company with assets in petroleum refining, logistics, renewable fuels and convenience store retailing.  The refining assets consist of refineries operated in Tyler and Big Spring, Texas, El Dorado, Arkansas and Krotz Springs, Louisiana with a combined nameplate crude throughput capacity of 302,000 barrels per day.

The logistics operations primarily consist of Delek Logistics Partners, LP.  Delek US Holdings, Inc.and its affiliates own approximately 63% (including the 2 percent general partner interest) of Delek Logistics Partners, LP.  Delek Logistics Partners, LP (NYSE:DKL) is a growth-oriented master limited partnership focused on owning and operating midstream energy infrastructure assets.

The convenience store retail business is the largest 7-Eleven licensee in the United States and operates approximately 300 convenience stores in central and west Texas and New Mexico.

 

The Staff Refinery Operations Specialist reports directly to the Tyler, TX Refinery Sr. Director, Refinery Operations and will be responsible for managing and administering elements of the Operations Excellence Management System contained in IMS.  This position owns all things Operational Excellence, Continuous Improvement, and Continuity from a work process and tools perspective.

Job Summary:
The Staff Refinery Operations Specialist is charged with ensuring that operational excellence processes are well defined, supported by well-developed tools, and uniformly delivered and executed across the Operations organization.  Other members of the Operations Leadership Team are accountable and responsible for execution of these processes within the defined framework.

While Production Superintendents will administratively report to the Production Managers, there will be a strong dotted line relationship to the Staff Refinery Operations Specialist.  This relationship is intended to ensure continuity across the site’s Area Business Teams.  It is envisioned that the Operations Specialist will actively engage in discipline determination, even lead administrative investigations to ensure continuity across the site.

 

Job Responsibilities:

  • Maintain a safe, compliant, and efficient work environment by following, implementing and enforcing Company standards and procedures and complying with legal regulations
  • Site administrator for all IMS – Operational Excellence elements
  • Responsible for development of site procedures that are aligned with and compliant to corporate IMS standards
  • Responsible for development and rollout of tools to support Operational Excellence work processes
  • Monitor for and manage uniform and consistent application of site procedures and associated tools across Area Business teams
  • Provide coaching and feedback to operating teams and Production Supervisors on procedure compliance and tools implementation
  • Heavy participation in audit and observation components
  • Ensure that any formal discipline is administered consistently across the site and business teams
  • Serve as investigation lead for administrative investigations
  • Maintain “dotted line” administrative responsibility for Production Superintendents, focusing on Operational Excellence processes and tools utilization and compliance
  • Engage with other member of the Operations Leadership Team in development of procedures, processes, and tools
  • Lead or assist in the investigation and closure of Gensuite incidents in assigned area.
  • Ensure adherence to Labor Agreement, Company policies and process standards
  • Develop and monitor KPIs for Operational Excellence processes and tools
  • Own and manage the Validate & Verify process
  • Develop and implement corrective actions for continuous improvement based on audit and observation feedback.
  • Support Production Supervisor and Unit Technical Trainer to ensure new and existing operators and staff are fully trained in, committed to, and conduct their activities in accordance with all aspects of Company and Site Procedure and IMS requirements
  • Utilize sound human relations and communications skills in order to motivate work group
  • Accomplish goals while maintaining employee accountability, positive team morale, employee involvement, and teamwork
  • Evaluate alternatives and make decisions in a fast-paced work environment
  • Lead the Production Supervisors peer group to aid in site continuity
  • Other duties as assigned

 

Required Qualifications – Education, Skills & Experience:

  • Associate’s Degree in business, science, or technical discipline and seven (7) years of experience in refinery, petrochemical or chemical role with three (3) years of experience in leadership role or equivalent milit
