Job Description

As a Technical Proposal Writer focused on state and local government, you will be responsible for creating persuasive and compliant proposals for technical projects, products, and services targeted towards government clients. You will work closely with cross-functional teams, including engineers, project managers, sales, and marketing, to gather technical information and develop winning proposals that meet the unique requirements of state and local government agencies. Your primary goal will be to create well-organized, concise, and compelling proposals that align with government regulations and procurement processes. 

Responsibilities: 

Proposal Development: Collaborate with subject matter experts (SMEs) and other stakeholders to gather technical information and develop proposals that align with government requirements, regulations, and procurement processes. Research and analyze technical concepts, technologies, and solutions to create innovative and effective proposals. Develop proposal outlines, storyboards, and templates to guide the proposal development process. 

Technical Writing: Write clear, concise, and compelling technical content that addresses the specific needs of state and local government clients and demonstrates the value of the proposed solution. Create technical narratives, diagrams, infographics, and other visual aids to effectively communicate complex technical concepts. Review and edit proposal content to ensure accuracy, consistency, and compliance with government requirements and procurement guidelines. 

  • Develop accurate and compelling technical, IT-focused proposal content (e.g., technical approach, management approach, past performance, tailor key personnel resumes, and executive summary) in an iterative writing process. 

  • Edit proposal content for effectiveness (e.g., clarity, readability, accuracy, persuasiveness, and compliancy) as well as style (e.g., grammar, punctuation, word usage, sentence structure, and spelling). 

  • Interview SMEs, account managers, and executives to extract technical information and win themes and convert into effective proposal content  

Proposal Management: Manage the proposal development process, including proposal planning, scheduling, and coordination with internal teams and external partners. Ensure compliance with government procurement processes, including submission deadlines, formatting requirements, and other specifications. Conduct quality checks and reviews to ensure the proposal is error-free and compliant with government requirements. Address feedback from internal and external stakeholders to improve proposal quality. 

  • Liaise with subject matter experts to develop and refine content. 

  • Work with client account and project teams and other key personnel through the proposal and project document development process, from inception to completion 

  • Collaborate with creative colleagues such as designers and copywriters to develop materials. 

  • Provide proofreading, editing and writing support for proposals and other sales pursuit documents. 

  • Facilitate working sessions with SMEs, executives, partners, and writers to develop outlines, solutions and graphics 

Business Development Support: Collaborate with sales and marketing teams to understand customer needs and market trends in the state and local government sector. Provide input on proposal strategies, pricing, and competitive positioning. Stay updated with government regulations, policies, and procurement guidelines to ensure proposals are compliant and responsive to government requirements. Contribute to the development of marketing collateral, technical documentation, and other business development materials. 

Knowledge Management: Maintain a library of proposal content, templates, and reusable technical information specific to state and local government clients. Stay up-to-date with government regulations, policies, and industry trends that may impact proposal dev
