Job Description
AECOM is seeking an EMMA Manager to be based in Sacramento, CA. The position is open to remote work.
JOB SUMMARY:
Under the general direction of the Program Delivery Support (PDS) Assistant and Deputy Assistant Environmental Services Managers and the California High-Speed Rail Authority (Authority) Director of Environmental Services, the Environmental Mitigation Management Application (EMMA) Manager works in the Program Delivery group, which is part of the Authority’s Office of Program Delivery, Environmental Services Branch and reports directly to the Deputy Assistant Environmental Services Manager. The EMMA Manager will be responsible for managing the Authority’s proprietary environmental compliance database management application, EMMA, which is used to code environmental commitments and serve as a repository for environmental compliance documentation for construction activities across 171 miles. The ideal candidate will demonstrate a passion for data and a drive to optimize data management for use in environmental documentation, reporting, and auditing. In this role, the EMMA Manager will analyze and enter the Authority’s environmental commitments as documented in the Mitigation, Monitoring, and Reporting Plan and regulatory permits into EMMA and support compliance implementation, documentation, and reporting for project sections under construction. The EMMA Manager will manage others working in the EMMA environmental compliance space, develop and administer regular trainings to environmental and builder teams, and interface with a variety of individual across the high-speed rail program.
JOB RESPONSIBILITIES:
- Review and evaluate compliance documentation submitted under environmental laws and regulations including: NEPA, CEQA, and permits and approvals under Sections 401 and 404 of the Clean Water Act, Section 7 of the federal Endangered Species Act, Section 2081 of the California Endangered Species Act, and Section 1600 of the California Fish & Game Code, among others.
- Interact with regulatory agency staff to answer routine construction compliance questions.
- Assist with document control in SharePoint and other applications.
- Assist with construction-phase compliance reporting.
- Assist with database enhancement design and implementation.
- Demonstrated ability to work with database management applications
- Familiarity with major state and federal environmental laws including CEQA, NEPA, Clean Water Act, endangered species acts, Porter-Cologne, lake/streambed alteration agreements
- Experience working on large, complex environmental compliance programs
- Knowledge of or experience using SQL
- Responsible for coding environmental commitments from environmental and permit approval documents into EMMA
- Oversee and approving compliance documentation
- Prepare reports in EMMA to identify gaps and document mitigation compliance
- Coordinate with HSR IT and GIS
- Conduct audits
Qualifications
MINIMUM QUALIFICATIONS:
- BA/BS + 10 year of relevant experience or demonstrated equivalency of experience and/or education
PREFERRED QUALIFICATION:
- 5+ years of experience managing a database management program
- Self-starter, must be able to take initiative and work well independently

- Offered rate of compensation (Wisconsin locations only) will be based on individual education, qualifications, experience, and work location. The salary range for this position is $107,000 - $1
