Position Description

The Anoka County Parks mission is to positively impact the quality of life in Anoka County by providing parks, outdoor recreation, and leisure services for the public. Our mission encompasses the protection of the natural environment, improving the health of citizens, and supporting a strong local economy. The department has an immediate opening for a Manager, Program Services who will perform various duties. Critical responsibilities of this position include leading a team to develop, implement and evaluate county-wide programs in the areas of environmental educational, outdoor recreation, and school outreach along with providing strategic direction and oversight of Wargo Nature Center.

This is a full-time, exempt, on-site position. Interviews will take place the week of June 9th for those selected to move forward in the hiring process. 

Pay & Benefits

  • Salary: $74,214 to $89,065 ($35.68 to $42.82 per hour)

  • 2025 Anoka County Salary Schedule Grade 34: $74,214 to $103,896 ($35.68 to $49.95 per hour).

Work Location

  • This position will work at Wargo Nature Center, located at 7701 Main St, Lino Lakes, MN 55038.

  • Expected work hours are Monday – Friday 8:00 a.m. – 4:30 p.m.

Job Duties and Responsibilities
These examples are not all inclusive and are intended to be illustrative of primary responsibilities of an Anoka County Manager, Program Services.

  • Direct comprehensive park programs and facilities operations, including budgeting, planning, and implementation.

  • Oversee and provide strategic direction for operations, maintenance, and projects at Wargo Nature Center.

  • Direct a team of regular and seasonal program staff and volunteers.

  • Provide direction to program services staff to prioritize workloads, train/mentor team members, and collaborate and coordinate with leaders and teams throughout the county.

  • Evaluate and monitor performance of programs and services focusing on operational goals, including quality, effectiveness, demand and safety.

  • Oversee and provide direction for planning, design and implementation of programs that support the park’s environmental education, outdoor recreation, and outreach objectives through presentations, displays, off-site programming, public programs, partnerships and camps.

  • Review, analyze, and prepare reports, records, and directives regarding park programs.

  • Implement a system-wide risk management program and manage emergency situations.

  • Apply for grants, administer funding to programs, track spending, and ensure commitments are met.

  • Play an active role on the Parks Department leadership team.

Qualifications and Requirements:

Minimum Knowledge, Skills, and Abilities Needed

  • Requires a bachelor’s degree and 5 years of job-related experience.

  • In lieu of the required education, an equivalent combination of education and experience may be substituted on a year-for-year basis.

  • Successfully pass driver’s license background check.

  • Must have valid driver's license and vehicle available for business use.
