Within the CSG, the Human Exploration and Space Flight (HESF) Division supports our NASA customer in all aspects of human space flight. NASA’s ISS is the foundation of human exploration for our Nation and serves a vital role in developing LEO and Cis-lunar capabilities and economies. We are looking for an International Space Station (ISS) Source Evaluation Board (SEB) Project Analyst- Project Management Staff III. The primary function of this position is to support the International Space Station (ISS) Program Office (PO) Source Evaluation Boards (SEBs) for various contract solicitations, while occasionally assisting with Contract Officer Representative (COR) and project management functions. The candidate will develop and execute studies to support contract analysis, refinement and continuous improvement of mechanisms, processes and assessment criteria required to achieve organizational strategy, vision, and mission elements.

Work Model

This is a full-time position based at the Johnson Space Center in Houston, TX, offering a hybrid work model that combines 3-4 regular onsite workdays and remote flexibility as the business needs allow. 

What You’ll Be Doing

  • Conduct analysis of Contract Officer Representative (COR) workflow and processes to enhance efficiencies, improve program oversight, identify improvement areas, and develop resolution.
  • Serve as the ISS Program office Source Evaluation Board (SEB) lead between the program office, the NASA Procurement office and technical leads on major acquisitions and source board activities. Participate in the ISS solicitation development and proposal evaluation process, serving in various capacities.
  • Provide program management, cost estimating, resource management, contract management, scheduling, and risk management. Work with Office of Procurement, ISS technical leads, ISS PP&C and the COR to improve the quality of resources to make the program more efficient
  • Develop management reports of performance metrics including baseline comparisons, schedule trends, and resource usage and projections, and track performance against the defined objectives.
  • For solicitation packages (e.g. not per contract), supporting the development of ISS Program Contract Options solicitations including contract documentation development and maintenance.
  • Conduct analysis of COR workflow and processes to enhance efficiencies, improve program oversight, identify improvement areas, and develop resolution.
  • Provide program management, cost estimating, resource management, contract management, scheduling, and risk management. Work with CORs to improve the quality of resources to allow automation of descriptions/definitions and develop other resources.

What You Need to be Successful - Project Management Staff III- Project Management (non-MTS)

Minimum Requirements:

  • Bachelor’s degree from an accredited College/University (E.g., Business Management, Communications, Political Science, Marketing) or STEM-related field
  • At least 10 years of NASA or government program management and/or government business operations experience, 8 years of relevant experience with master’s degree.
