SALARY RANGE: $89,250.00 - $120,750.00
DISTINGUISHING FEATURES OF THE CLASS: The work involves performing and coordinating high level
financial and operational analysis and special projects associated with the Finance Department at the Erie County Medical
Center Corporation (ECMCC). The incumbent provides financial support and assistance in the areas of reimbursement,
general accounting, grant accounting, internal auditing, revenue analysis, budgeting, Certificate of Needs, profitability
analysis, capital investment decisions and other special projects. Work is performed under the general direction of the
Vice President of Finance-ECMCC. Supervision is exercised over lower level administrative, professional and clerical
staff. Does related work as required.
TYPICAL WORK ACTIVITIES:
- Monitors and administers accounting for grants, including working with grant administrators to assure timely and appropriate filing and reporting;
- Reviews clinical trial protocols to determine hospital services utilized and appropriate financial reporting and billing;
- Assists in the preparation and completion of medical education surveys and physician time studies as required by federal and state regulations, Institutional Cost Reports for Medicare and Medicaid and all Department of Mental Health Consolidated Financial Reports; assures compliance with filing requirements;
- Reviews workflow processes to determine best practices; recommends and implements changes; Develops and implements department policies and procedures;
- Prepares, analyzes and reviews monthly third party reserves and allowances;
- Prepares, analyzes and reviews bad debt reserves and historical bad debt write-offs;
- Analyzes receivables for valuation purposes and to identify process issues and opportunities;
- Monitors third party payor payments to support third party payor negotiations and to identify billing or payment issues;
- Assesses the impact of third-party payor reimbursement changes and develops annual hospital revenue budget; Monitors and analyzes monthly departmental actual to budget variance reports;
- Prepares profitability analyses and supports decision support initiatives.
FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:
Thorough knowledge of accounting, healthcare reimbursement and budgeting principles and procedures; good
knowledge of financial and grant administration; good knowledge of federal, state and local laws, rules, regulations and policies as they relate to the financial operation of a major teaching hospital; ability to analyze and evaluate data; ability to prepare detailed reports; ability to establish and maintain effective working relationships with a diverse constituency; ability to communicate effectively, both orally and in writing; ability to maintain a high level of confidentiality; excellent analytical and mathematical skills; capable of performing the essential functions of the position with or without reasonable accommodation.
MINIMUM QUALIFICATIONS:
Possession of a Bachelor’s Degree* in Accounting, Finance or related field and six (6) years of healthcare experience in accounting, reimbursement, budgeting and grant accounting, three (3) years of which included supervisory or administrative experience.
