Summary

The City of Lynchburg is seeking a Deputy Director of Fleet Services to serve as a key member of the department's leadership team and assist the Fleet Director in the overall administration, management, and operations of Fleet Services. 

The Deputy Director provides leadership across departmental operations, with particular responsibility for financial and administrative management, performance and data analysis, fleet and fuel management systems, contracts, customer service, organizational improvement, and assigned personnel. The position works across Fleet programs to ensure operations are coordinated, efficient, compliant, fiscally responsible, and responsive to the needs of City departments. 

Working closely with the Fleet Director and other Fleet leaders, the Deputy Director helps translate departmental goals and long-range strategies into effective operations, policies, processes, and measurable results. The position leads cross-functional initiatives, supports workforce development and succession planning, and identifies opportunities to improve service delivery, technology utilization, accountability, and operational performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Assists the Fleet Director in planning, directing, coordinating, and evaluating departmental operations, programs, and services.
  • Supports the organization's and department's mission, goals, objectives, strategic plans, policies, and procedures. 
  • Serves as Acting Fleet Director in the Director's absence and represents Fleet Services on committees, workgroups, and organizational initiatives.
  • Participates in the development and implementation of departmental goals, policies, procedures, performance measures, and strategic initiatives.
  • Leads and coordinates departmental projects, operational improvements, and other initiatives from planning through implementation.
  • Assists with development, administration, and monitoring of operating and capital budgets, including financial analysis, forecasting, expenditure monitoring, and reporting.
  • Reviews and supports fleet replacement, lifecycle cost, utilization, and capital planning as part of the department's overall financial and strategic planning.
  • Oversees the administration and effective use of fleet information, fuel management, maintenance, inventory, and other departmental systems, ensuring data integrity and appropriate system access.
  • Analyzes fleet and financial data and develops reports, dashboards, and performance measures to support operational and management decisions.
  • Monitors key performance indicators and identifies opportunities to improve efficiency, accountability, customer service, safety, and cost effectiveness.
  • Provides leadership and coordination across fleet acquisition, maintenance, fuel, asset management, motor pool, and other Fleet programs to ensure alignment with departmental goals and service expectations. 
  • Oversees fuel management operations, including fuel inventories, vendor coordination, system administration, emergency fuel operations, and regulatory requirements.
  • Administers assigned fleet-related contracts and coordinates procurement activities, including development of specifications, vendor evaluation, contract monitoring, and performance management.
  • Ensures compliance with applicable federal, state, and local laws and regulations, environmental requirements, City policies, and industry standards affecting Fleet operations.
  • Maintains strong customer relationships and interdepartmental coordination and works to resolve concerns related to vehicles, equipment, maintenance, fuel, and other Fleet services. 
  • Prepares and presents reports, recommendations, policies, procedures, financial information, and other materials to departmental leadership and stakeholders.
  • Assists with workforce planning, succession planning, employee development, and other initiatives supporting an effective and engaged workforce.
