Brief Job Description (essential functions of the job):
Under the supervision of the Director of Intergovernmental Relations, performs work as follows:
Responsibilities
- Works with the Mayor, cabinet members, and department heads to identify and develop state legislative and budget priorities.
- Prepares and drafts legislation for the City’s legislative package and works with the cabinet members, department heads, legislators, interest groups, and associations to secure support for legislative and state budget priorities.
- Prepares strategy to secure the passage of legislative and budget priorities through lobbying, coalition building, grassroots outreach, and media advocacy.
- Facilitates the analysis of state budget and legislative proposals and helps prepare the City’s position on these matters.
- Assists Legislators with constituent requests for city services and performs related work as required.
- Serves as the Mayor’s liaison to the State Legislature, Governor’s office, and executive agencies.
- Coordinates with the Intergovernmental Relations team to ensure a coordinated approach to the City’s dealings with Federal, State, and other local governments, while seeking to foster constructive links between the City and these entities.
- Ensures the Mayor, cabinet members, and department heads are informed about state relations issues and assists in representing the City’s interests in these matters.
- Performs related duties as required.
Minimum Entrance Qualifications
- Applicants must have at least four years (4) full-time or equivalent part-time, administrative, managerial, or professional experience in the field of public or business administration.
- Excellent writing and verbal communication skills.
- Knowledge of state laws, regulations, and programs as well as the state legislative process.
- Background in state and city government strongly preferred.
- Ability to exercise good judgment and focus on detail as required by the job.
