Position Overview

 

This position is responsible for the direct supervision of a staff of Resident Engineers/Technicians engaged in the layout, inspection and documentation of highway construction projects within an assigned geographical area of the district.

Essential Functions

  • Ensures that construction projects are built according to plans, specifications and departmental policies, with an acceptable engineering cost.
  • Ensures complete and accurate documentation to facilitate timely acceptance and finalization of projects.
  • Ensures timely response to inquiries, complaints and requests from within and outside the department.
  • Establishes and maintains open lines of communication and cooperation between the Bureau of Project Implementation and other central and district bureaus to reconcile divergent viewpoints on construction projects.
  • Trains, motivates and evaluates subordinate personnel, and coordinates project staffing needs and assignments.
  • Performs other duties as assigned.

Minimum Qualifications

  • Current registration as a Licensed Professional Engineer in the state of Illinois PLUS five years of experience in civil engineering.

Preferred Qualifications

  • Extensive knowledge of the principles and practices of civil engineering.
  • Extensive knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works.
  • Ability to supervise the preparation of complete engineering plans and specifications.
  • Ability to develop and maintain cooperative relationships with departmental staff, supervisors, and subordinate personnel.

Conditions of Employment

  • Requires a valid driver’s license.
  • Frequent travel is required.
  • Overtime may be required.
  • Requires successful completion of a background screening.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
