Overview:

The Laboratory Protection Division (LPD) is seeking a detailed-oriented, customer-focused professional for the position of USAccess Sponsor/Foreign National (FN) Specialist. This person will perform various job functions, including assisting with sponsoring all HSPD-12 badges into the USAccess System. In addition, this position will support the Foreign National Office as a Foreign National Specialist. Duties will be split between these functions based on management direction and workload.

Major Duties/Responsibilities:

  • Help serve as sponsor for HSPD-12 badges within the USAccess system.
  • Greet and receive visitors (in person and over the phone) in a professional, courteous manner.
  • Distribute program information to customers and collaborators.
  • Provide support to ORNL Badge and Clearance Office related to HSPD-12 USAccess issues.
  • Assume responsibility for expeditiously processing multiple FN access requests per the DOE Order in a limited amount of time in a fast-paced environment.
  • Document FN access requests in databases, including DOE Headquarters Foreign Access Central Tracking System (FACTS) and the ORNL Personnel Access System (PAS).
  • Maintain expertise on Visas, changes in immigration statuses, and other immigration and security issues.
  • Maintain knowledge of processes and procedures of Personnel Security roles to support all areas as needed.
  • Maintain DOE directives/standards and training requirements.
  • Perform work with limited supervision and instruction on general or routine tasks.
  • Maintain a consistent, reliable work schedule during core hours to meet needs of staff.

 

Basic Qualifications:

  • High school diploma with a minimum of five years’ experience in a personnel security field.

 

Preferred Qualifications:

  • AS degree in business management, liberal arts, or another related field.
  • Working knowledge of and experience implementing DOE O 472.2, Personnel Security and DOE O 142.3B, Foreign National Access.
  • Working knowledge of new DOE O 472.2A, Personnel Security, USAccess and CPCI.
  • Working knowledge of company and personnel security policies and procedures.
  • Experience and efficiency in the current ORNL communications platform (i.e. Office 365 suite).
  • Experience and efficiency in database user functions.
  • Experience providing a high level of effective customer service.
  • Ability to work in a team environment to meet business goals.
  • Ability to function well in a fast-paced research environment, set priorities to accomplish multiple tasks within deadlines, and adapt to ever-changing needs.
  • Analytical skills and ability to interpret, communicate, and implement complex instructions.
  • Excellent communication and interpersonal skills.
  • Excellent organizational skills with attention to detail.

 

Special Requirements:

  • Q clearance: This position requires a current Q clearance from the Department of Energy. As such, this position is a Workplace Substance Abuse (WSAP) testing designated position. WSAP positions require passing a pre-placement drug test and participation in an ongoing random drug testing program.
  • Visa Sponsorship: Visa sponsorship is not available for this position.
