Responsibilities:
- Lead financial audits, conduct contract compliance reviews, and engage in project risk assessment.
- Review/audit progress payments to ensure compliance with contract terms and conditions and to identify unallowable costs.
- Review architectural and engineering service providers and construction contractor's monthly invoices to insure they are accurate, timely, complete, and in compliance with contract terms. This work may include the examination of specific contract requirements, payroll records, rates for overhead & profit, and receipts for direct cost.
- Support procurement team from contract inception to project final closeout.
- Report on areas of non-compliance and correspond with contractors to resolve invoice issues.
- Preparation of memos for internal and/or external use documenting review issues and comments.
- Assist in the development of audit work plans and schedules that support the project work processes and milestones.
- Research, review and respond to Notices to Owner.
- Accumulate and compile the monthly financial data necessary to complete and file the Construction Progress Reporting Survey Private Construction Projects Census Data Report to the U.S. Department of Commerce.
- Support procurement construction projects from pre-solicitation through competitive solicitations and contract award.
- Support solicitations, evaluate responses, negotiations, contracts and contract awards for services in the areas of industrial construction, equipment, and facility renovations.
- Interface with all levels of senior management and third parties for review and implementation of any co-funding arrangements, if applicable.
- Prepare contract change notices, monitor and manage contractor performance.
- Maintain procurement project files including details of each stage for each procurement project and contract. Ensure contractor is in compliance with legal requirements, owner specifications, government regulations, and is performing to the Statement of Work.
- Work closely with the product program manager, facilities director, and functional groups to ensure all facility requirements are met.
- Work closely with Tax Department to resolve Sales and Use Tax Issues.
Qualifications:
- Applicant must be well-rounded in all aspects of the construction industry and contract compliance.
- 10 years of professional experience leading financial audits, conducting contract compliance reviews, and engaging in project risk assessments.
- Bachelor’s degree in Accounting.
- 10+ years of experience in accounting for and audit of contracts/subcontracts.
- Must be able to travel to remote sites.
- Strong communication skills and ability to manage multiple tasks and projects. Ability to work effectively in cross-functional teams and independently.
- Exceptional organizational and analytical skills and a proven ability to manage complex projects.
- Extensive experience with FFP and Cost-Type Construction Contracting.
- Knowledge of Bid Bonding and Performance and Payment Bonding.
- Experience managing progress payments and deep understanding of cost elements.
- Deep understanding of generally accepted accounting principles.
- Understanding of Construction Lien Law.
- Experience with Cost Accounting Standards, Practices and Principles.
- Extensive knowledge of Construction Schedule of Values.
- Understanding of General Liability and Builder’s All-Risk Insurance.
- General knowledge of computer applications including Microsoft Office Suite, including Pivot Tables, and V-Lookup.
- Must be a U.S. citizen or national, U.S. permanent resident (current Green Card holder), or lawfully admitted into the U.S. as a refugee or granted asylum.
Desired:
- Experience with Federal Acquisition Regulations.
- Procurement Certification (CPM or CPIM) or Certified Project Manager Professional Certificate.
- Master’s degree in accounting or business administration.
- Certified Public Accountant.
- 10 years working with construction projects.
- Previous experience with AIA contracts (stipulated sum, GMP, T&M).
