Position Summary
Bodwé is seeking an experienced Construction Quality Assurance Representative (CQAR) to support a federal healthcare construction project in Pensacola, FL onsite. This individual will be responsible for ensuring compliance with construction quality and safety standards, with a strong focus on healthcare-specific requirements. The ideal candidate will have substantial experience with federal construction processes, including direct work with U.S. Army Corps of Engineers (USACE) standards and protocols.

Essential Duties and Responsibilities
- Monitor and verify all construction work complies with contract documents, drawings, specifications, and applicable codes.
- Perform and document inspections using the USACE Three-Phase Quality Control Process.
- Review and enforce compliance with USACE EM 385-1-1 Safety and Health Requirements Manual.
- Work closely with contractors, designers, and facility personnel to resolve construction quality and safety issues.
- Conduct field inspections and document findings; prepare daily reports and participate in progress meetings.
- Ensure construction activities adhere to VA Technical Information Library (TIL) standards and guidelines.
- Maintain thorough knowledge of contract requirements and ensure compliance throughout the construction lifecycle.
- Review contractor submittals and provide recommendations to the Contracting Officer’s Representative (COR) regarding acceptability.
- Evaluate and provide written comments on contractor submittals per contract clauses.
- Review contractor Requests for Information (RFIs) and Requests for Clarification (RFCs), and recommend responses and solutions to the COR.
- Analyze contractor schedules and report findings to the COR.
- Identify deficiencies in contractor performance and recommend corrective actions to the COR.
- Evaluate project issues, equitable adjustment requests, and claims to determine entitlement and provide documented recommendations to the COR.
- Calculate and recommend contract time extensions to the COR.
- Assist in preparing and analyzing change order/modification documents throughout the processing cycle.
- Provide technical interpretations of drawings and specifications to ensure compliance with contract requirements.
- Review project plans for constructability, availability of materials, and potential construction challenges; submit written feedback to the COR.
- Utilize the USACE Resident Management System (RMS) for submitting reports, including daily construction activity reports.
- Review project documents during both design and construction phases for compliance, constructability, and technical accuracy.
- Evaluate submittals, safety plans, and shop drawings for compliance with contract and VA-specific requirements (Directives, TIL, Guidebooks, etc.).
- Maintain accurate records of all construction documentation, including financial data, meeting minutes, drawings, submittals, change orders, communications, and more.
