Job Description Summary

The AVP is a senior leader on Enterprise’s best in class policy team. This role sits on our government relations and advocacy team and focuses on supply-side housing policy. The AVP will be responsible for setting GR strategy around treasury, tax, energy, disaster resilience, housing finance, and additional housing and community development policies, and then driving outcomes and managing execution for multiple direct reports.

Job Description


Responsibilities: 

  • Lead the development and execution of Enterprise’s federal supply-side policy and advocacy agenda, spearheading a portfolio that includes but is not limited to:  

  • Tax policy, specifically LIHTC, New Market Tax Credits, and Opportunity Zones 

  • Additional Treasury Department programs such as the CDFI Fund and Capital Magnet Fund 

  • Housing Finance Reform and advocacy around the Community Reinvestment Act, GSEs, and HFHA 

  • The cost of Insurance and Housing Development 

  • Energy and Disaster Recovery 

  • Implementation of Housing and Community Development Authorizing Legislation  

  • Coordinate supply-side policy work across the organization, collaborating closely with capital, development, market and program staff, and the state & local policy team to identify high impact policy engagement 

  • Lobby on statutory and regulatory policy priorities, with Legislative and Executive federal government branches and, as needed, Judicial   

  • Serve as a point person on the intersection between housing supply policy and the other Enterprise divisions, identifying collaborative opportunities around execution and communications and with philanthropy 

  • Serve as a subject matter expert on the federal policy landscape; inform federal, state, and local policy efforts and partner and serve as a resource to other Enterprise divisions such as capit
