Job Description

Position Summary 

The Director of Nuisance Abatement will drive the City’s abatement policy and priorities, while serving as a subject matter expert on methods of providing safe solutions to quality-of-life issues as related to vacant, open and abandoned properties.  This role coordinates with other Code Enforcement Directors in the Department as well as law enforcement representatives and officials of the City and other agencies as they are involved in eliminating vacant, open and abandoned properties in the City.   This position will be responsible for recommending best training methods for staff and ensuring annual safety training is completed.  This position will be responsible for the planning, scheduling and completion of all nuisance abatement program goals and objectives through the coordination of large numbers of field laboring forces and other code enforcement partners.  This position will be responsible for conferring with representatives of community groups to resolve nuisance abatement issues by involving citizen participation and cooperation.

Essential Functions 

  • Plans and schedules city-wide abatement activities for nuisance properties based on city-wide priorities and need, which includes inspections and abating the nuisance activity. 

  • Determines the staffing level and materials required to accomplish the nuisance abatement program inspection and abatement goals and initiatives. 

  • Analyzes operations to develop the best policies and practices and implements changes to policies and procedures to streamline operations.  

  • Estimates of job time and composition of inspectors and abatement crews required to complete tasks. 

  • Directs operations through subordinate managers and supervisors to ensure daily work priorities are completed. 

  • Interviews, provides orientation and ensures training for new employees. 

  • Represents the department by attending meetings with community groups and outside agencies to provide information on program procedures and priorities. 

  • Consults with community representatives pertaining to complaints and emergency situations and advises on departmental action to resolve the situation. 

  • Builds and maintain relationships with coalition partners and government officials. 

Competencies, Knowledge, Skills and Abilities 

  • Effectively communicate with all levels of the city workforce and public. 

  • Exercise judgment and discretion in enforcing pertinent departmental regulations, policies and procedures 

  • Develop and implement operational policies and procedures and evaluate their effectiveness  

  • Maintain records and prepare reports pertinent to nuisance abatement activities and priorities 

  • Organization and team management 

  • Appreciation and sensitivity to diverse groups and cultural differences 

Qualifications

Candidates should have a minimum of five to seven years of progressively responsible experience in supervising or managing field operations
